CONSULTANCY OPPORTUNITY: TERMS OF REFERENCE FOR IT CONSULTANT

  1. Background 

IntraHealth International, through the MOMENTUM Safe Surgery in Family Planning and Obstetrics (MOMENTUM) project, supported by the U.S. Agency for International Development (USAID) seeks to engage a company/service provider for the provision of IT services.  The MOMENTUM project aims to strengthen surgical safety within maternal health (MH) and family planning (FP) programs by promoting evidence-based approaches and testing innovations. The overall MOMENTUM vision is to reduce maternal and newborn mortality and morbidity and improve the utilization of voluntary FP by addressing entrenched obstacles that undermine access to and use of safe surgery for MH/FP care through both proven strategies and innovative approaches. MOMENTUM seeks to achieve transformative, sustained impacts in the availability, quality, and use of priority interventions, specifically: surgical obstetric care, including safe and indicated cesarean delivery (CD) and peripartum hysterectomy; obstetric and iatrogenic fistula prevention and treatment; long-acting reversible contraceptives (LARCs), and permanent methods (PMs). 

  1. Summary Role

The IT Consultant will be responsible for offering strategic guidance and technical expertise to optimize IntraHealth International Rwanda office information technology systems. This role requires a seasoned professional with a strong background in IT consultancy, capable of aligning technology solutions with the unique needs of the organization. The IT consultant is adept at analyzing complex technical challenges, devising innovative solutions, and implementing sustainable IT strategies. 

  1. Essential functions: 
  • To provide technical support in response to requests from users for all PC hardware, software, and associated peripherals. To redirect or escalate support requests to the appropriate member of the IT helpdesk in Chapel Hill where matters cannot be resolved locally.
  • Work closely with the IT team from Chapel Hill in managing and maintenance of network infrastructure. This will include network monitoring and troubleshooting, structured cabling, wireless network management, domain maintenance, and network security.
  • Deploy PCs and software (e.g. operating systems and other desktop applications) and associated peripherals. This includes new installation and redeployment of existing equipment.
  • To maintain the existing PCs and peripherals to standards determined by the team leader, by performing upgrades, new installations, and carrying out routine procedures.
  • Work closely with the IT systems specialist as a means of self-improvement and continuous learning.
  • Assist in the compilation and maintenance of an accurate inventory of hardware and software and perform periodic audits.
  • To assist in the compilation of the IT helpdesk’s technical documentation, guidelines, and procedures and ensure they are disseminated to users.
  • Assist in the procurement of IT hardware and software in consultation with the IT specialists from Chapel Hill.
  • Build the capacity of end users through individual coaching and other mechanisms, for example, periodic tips and tricks, including support for online meetings, for example, video conferencing and Skype.
  • Assess environmental impacts and recommend control measures.
  • Establish and maintain a good working relationship with staff and external partners.
  • Follow guidance from and work closely with the US-based Global Helpdesk supervisor and IT administration team.
  • To undertake other work as may be assigned. 
  1. Education/experience requirements 
  • At least a bachelor’s degree in information technology or computer science
  • An advanced diploma in computer operations or technology
  • 5 years’ experience troubleshooting IT issues and providing excellent customer service.
  • Must possess working experience in a non-governmental organization (NGO) setting.
  • Good interpersonal and communication skills
  • Ability to organize time and manage a variety of tasks simultaneously.
  • Good organizational skills 
  1. Anticipated timeline:

The consultant is needed to perform multiple tasks at different times, during a period of 8 months under a framework contract. For each task, the consultant will receive in writing the type of work, the expected results, the time limit (number of days) to complete the task and the deliverables to be produced. The estimated number of days for the consultancy is 60 days. 

  1. Supervision and reporting

The consultant will work closely with USAID MOMENTUM team under the direct supervision of the MOMENTUM Finance and Administration Manager.

  1. Evaluation Criteria

Applications will be assessed based on financial reasonableness and technical considerations. The maximum scores for technical and financial aspects will be 70% and 30%, respectively. 

Technical evaluation criteria/ 70 marks

Having at least a bachelor's degree in information technology or computer science, with a minimum of 5 years of experience supporting NGOs or public institutions in Rwanda. (20 pts)

Proven experience in deploying PCs, software, network monitoring and troubleshooting, structured cabling, wireless network management, domain maintenance, and network security (20 pts)

Excellent writing and communication skills in English (15 pts)

3 certificates of successful completion of similar work (15 pts)
