Terms of Reference for Facilitator for KNH Capacity Development on Gender Concepts and Men Engagement in Rwanda

Kindernothilfe e. V. (KNH) is a Non-Governmental Organisation founded in 1959 (see www.kindernothilfe.org). KNH works with local non-governmental organisations and their networks in 36 countries in Africa, Asia, Latin America and Eastern Europe to realize and protect children’s rights. KNH reaches out to some 1.9 million children with programmes and projects that aim to help vulnerable and marginalized children to access sustainable opportunities to grow and to develop to their full potential. In Germany, Austria, Switzerland and Luxemburg KNH engages in awareness raising, education and advocacy relating to development policies and particularly to the implementation of the Child Rights Convention. 

KNH's strategic direction and engagement is based upon Christian values. KNH's vision is a world, where all children enjoy their rights regardless of their social, economic, political and religious background. 

The KNH Programme and Coordination Structure in Rwanda

KNH has been actively cooperating with Rwandan partner organisations since 1994. Currently, KNH works with four partner organisations who are implementing projects in different provinces. The projects have different foci of work, such as the Self-Help-Group Approach, child protection, psychosocial counselling, support for teenage mothers, access to education, national advocacy on children rights, among others. 

The Rwandan programme is coordinated by the Country Coordinator (based in Kigali, Rwanda), the Financial Coordinator (based in Kampala, Uganda) and the Programme Coordinator (based in Duisburg, Germany) and is overseen by the Programme Manager (based in Duisburg, Germany). 

1.2. Capacity Development for Partner Organisations on Gender Mainstreaming

The focus of the capacity development is to empower and support partner organisations in Rwanda to plan and implement even stronger programmes with a hightened sensitivity for gender issues. Most Rwandan partner organisations have recently gone through a series of workshops to plan and design new child-rights based projects and are going to start these projects in 2024. During these project developments one topic became eminent in different ways and for which partners expressed the need for further capacity strengthening to meaningfully include interventions into their projects. The topic is on the role of gender roles and stereotypes and therefore the inequalities between men and women in the society. When talking about child rights violations, several root causes can be linked back to these gender norms, gender roles and expectations as well as a lack of awareness of how they affect children's rights. 

With this specific call we are looking for a facilitator for a workshop on Gender concepts and Men engagement for capacity building of four to five partner organisations in Rwanda. The facilitator will work closely with the Country Coordinator in planning, designing and executing the workshop.

The content of the workshop will need to be discussed in detail and appropriate facilitation tools need to be developed/proposed by the facilitator. The concrete interests and needs of the partners will be identified by a pre-workshop survey, which the Rwanda coordination team and the facilitator will develop together. 

The target groups of the trainings are the staff of KNH partner organisations at management, programme and field work levels. 

1.4. Purpose and Expected Results

The participating partner organsiations in Rwanda will already have successfully participated in the training modules on Human Rights/Child Rights Approach, Meaningful Participation, Child-Rights-Situation Analysis, Theory of Change and Project Planning and Design. 

The primary objective of the workshop include fostering gender awareness within partner organisations, reducing insecurities, addressing queries, and aiding in the planning of project implementations with a gender-sensitive approach. Additionally, the workshop aims to guide organisations in implementing meaningful and sustainable engagement activities tailored to men. 

Following the workshop, partner organisations are required to develop and submit an Action Plan. This plan should outline the key actions they intend to undertake subsequent to the workshop. The facilitator will be asked to review and comment the Action Plans and to be available for any arising questions by the partner organisations.

  1. The National Facilitator 

KNH is looking for a professional with local expertise in Rwanda, who is interested in accompanying partner organisations through this capacity development training. This encompasses preparation and implementation of a three-day contextualised training including individual mentoring of partners during the workshop as well as accompaniment during the post-workshop phases for all partners for supporting and facilitating the elaboration of action plans. The facilitator will be asked to prepare a comprehensive workshop report, highlighting the key discussion points and observations. 

2.1. Specific Tasks We Expect in the Cooperation 

  • Prepare and analyse pre-workshop questionnaires to analyse the key areas of interest of participants
  • Planning, implementation and reporting of one 3-day workshop based on joint planning with KNH headquarters and ICCs
  • Cooperation and communication with KNH
  • Guidance and support for the elaboration of action plans of partners and accompaniment of partners
  • Upon partners’ request the Facilitator can also be asked to development/ or facilitate the development of men engagement tools to be used in community mobilisations
  • Elaboration of a final workshop report on implemented capacity development, including specific recommendations to KNH on partners and recommendations for future programming with partners. 

2.2. Methodology and Timeframe

  • KNH will provide information about the partner organisations in the respective countries, their projects and about their status quo regarding working with the child rights approach as basis for the contextualisation of the training.
  • KNH does not provide any training material. The trainer is expected to prepare the content of the workshop based on the needs and interests of the participants, prepare a trainers’ plan and propose adequate workshop methodologies to deliver the content in an engaging and interesting way.
  • Generally, partners shall use the knowledge gained in the workshops for their own projects and improve aspects of them in the course of the process, which means that individual counselling will have to be provided during the workshop. Focus should be on the implementation of already planned activities and on how to conduct those in a gender sensitive manner. (If partners want to change or add new interventions they should develop this during the workshop but will have to discuss this with KNH).
  • At the end of the workshop partners should draft action plans for each project to use the insights from the workshop and improve the quality of identified issues.
  • The workshop is planned for February or March 2024

2.3. Deliverables

The following outputs and reporting requirements are expected:

1. For the onboarding phase:

  • Review of important KNH documents, policies and guidelines
  • Review of partner’s documents (proposals)
  • Zoom-Meetings with KNH representatives to clarify questions etc.

2. For the training:

  • Draft of trainers’ plan (at least 4 weeks before training) and final training design including facilitation guide for the training to be discussed and approved by KNH
  • Final version of trainers plans and draft workshop presentations and handouts (at least 2 weeks before training) 
  • Written feedback to action plan to be elaborated by partners during backstopping phase
  • Workshop report with observations, conclusions on the workshop and recommendations for the backstopping and the follow-up workshop and overall recommendations to KNH. (not later than 4 weeks after the workshop)

3. Possibly a Men engagement tool to be used by partners

Depending on the specific competencies, we offer

  • Introduction to KNH as organisation and guidance/orientation concerning the CRP capacity development process
  • Overview on participating organisations in Rwanda and their collaboration with KNH
  • Possibility to be added to KNH pool of trainers for further engagements in Rwanda or in other countries.
  • Consultancy contract – with payment of consultancy fee (related to average national levels) and other costs covered (accommodation, travel, materials, etc.)
  1. What We are Looking For - Facilitator Requirements 

We are looking for facilitators with proven expertise and knowledge in the described workshop content. Expertise in the topics of Gender mainstreaming will be specifically expected. The following qualifications/competencies with proven experience in conducting such or similar exercises are required: 

  1. Proven expertise in in Human Rights and/or Child Rights, and participatory project planning
  2. Proven expertise in gender analysis, gender mainstreaming and men engagement
  3. A Bachelor or Master’s Degree in a relevant field such as Gender and diversity studies, Pedagogy, Social Dev. Sciences, Development Studies or similar professional background
  4. Proven experience in the facilitation of workshops applying interactive and participatory methods
  5. Very good oral and written communication skills
  6. Intercultural competencies
  7. Proven experience in working closely together with local NGO teams especially in advising organisations
  8. Proven experience of working with/consultancy for NGOs implementing projects for and with children and youth
  9. Good skills and experience in developing and contextualising trainings for partners
  10. Fluent spoken and written English; French and Kinyarwanda are an added advantage
  11. Experience of working with children and youths will be an added advantage
  12. Willingness to travel within Rwanda
  13. Knowledge in the use of digital and online platforms, experience in facilitation of online workshops and mentoring

  • Letter of interest including your reflection/comments on your understanding of capacity development, and the topic of gender concepts and men engagement in child rights programmed development projects.
  • References information on daily consultant fee
  • Sample Work (e.g. Trainers Plan) of applicant in function as facilitator from the last three years
