The Center Igiti cy’ Ubugingo is a Not-for-Profit Organisation (ASBL) affiliated to the Catholic Church Diocese of Butare. It was founded in 2000 by the Medical Missionaries of Mary (MMM) following an invitation of Bishop Philippe Rukamba and of Dr Theophile Nzeyimana, then the Region Director of Health of Butare Province. At its early stages, the Center accompanied a group of vulnerable women, mostly single mothers who were surviving mainly through prostitution. A high percentage of them were HIV positive.
The Center expended gradually due to the support from donors mainly Trocaire, Manos Unidas and Global Fund.

ObjectivesThe Overall Objective of the Center is to help traumatized people cope with the challenges of life mainly in Butare Diocese i.e. Districts of Huye, Gisagara and Nyaruguru.
The specific objectives of the Center are to:• To heal the psychological trauma and promote the individual and community reconciliation
• To promote the rights of the marginalized women and their children through offering training and advocacy
• To fight extreme poverty and limit the spread of HIV/AIDS
• To train women with extreme vulnerability and their children, strategies of behavior change, household conflict management, and resolution, project management, starting small businesses- Nshore nunguke and gender-based violence
Description Of The Consultancy The consultancy aims to document the achievements of the Centre Igiti cy’Ubugingo realized over the last 5 years, from 2017-2022. This is inline with the project implemented over the same period, funded, mainly, by Trocaire.
Specifics objectives1. Assess the extent to which the project mission of " Empowering vulnerable women and Fighting against VAW/GBV in Nyaruguru district “has been achieved;
2. Evaluate the degree of satisfaction of the beneficiaries following the actions implemented by the Center Igiti cy'ubingo
3. Document success stories in images, pictures and video/audio recordings.
4. Evaluate the degree of sustainability of the achievements recorded over the project implementation period;
5. Evaluate the strengths and weaknesses of the Center during the implementation of the project, and propose actionable recommendations for future project implementation for the CIU to achieve its mission
Description of duties1. To discuss with the Centre and agree on the methodology to be covered
2. To collect data/literature on current project evaluation
3. To analyze and interpret data
4. To produce draft and final copy of the report containing the current documentation of achievements and success stories over the 5 past years (2017-2022).
5. To submit the final version of the document in English, soft copy and one hard copy.
Time boundThe constancy will be conducted within 25 days calculated as follow:
• 5 days for literature review,
• 5 day for inception report,
• 10 days for data collection,
• 5 days for data analysis and reporting.
The consultant will submit the draft report for review by 5/08/2022, and the final report will be submitted not later than 15/ 8/2022
Responsibilities Of The Centre 1. Provide any available documentations/information related to work on request
2. Introduce the contractor to stakeholders on request
3. Pay for the contractor as stipulated in the agreement to be signed
Responsibilities Of The Contractor• Responsible to finance his transport, accommodation & meals expenses and those of his assistants during the assignment. However, the Center will provide transport to the field during data collection only.
• Produce drafts of the document (format to be agreed)
• Regular updates on the assignment progress by email and telephone calls or face to face
• Suggest the methodology of the work.
Expertise Required• Be an individual or a registered company with tax clearance
• Have a minimum of Master’s Degree in Social Sciences with 5-years experience in conducting community based studies
• Be familiar with the activities and the context under which the Center Igiti Cy’Ubugingo operates
• Experience with Impact Evaluation Methodologies
• Having conduced similar project impact evaluation assignment
• Fluency in writing reports in English writing

Conflict of interest.Any conflict of interest involving an applicant must be fully disclosed to Centre Igiti cy’Ubugingo. Failure to disclose a conflict of interest may disqualify an applicant or invalidate an award of contract. Applicants are required to declare any current or past work that might reasonably be considered to represent a conflict of interest. It will for Centre Igiti cy’Ubugingo to decide if any material conflict of interest exists and applicants in doubt in this regard should seek the advice of Centre Igiti cy’Ubugingo.
Intellectual Property Any concept, guidelines or other materials developed during the contract will be considered as property of Centre Igiti Cy’Ubugingo and may be used by Centre Igiti Cy’Ubugingo and their donors.
Working languageThe working language and subsequent reports will be in English, but encounters with different concerned people will be in any language communicable to them such as English, French and/or Kinyarwanda
Submission of proposalAll interested and qualified individual consultants and companies should submit technical (with a clear work plan) and financial (inclusive of all taxes and quoted in Rwanda Francs (RWF)) proposals not later than 5 July, 2022 at 10:30 by email to
igiticyubugingocentre@gmail.com. Applicants are required to submit current CVs for individual consultants. Companies will submit CVs for at least two (2) senior staffs who will take the lead on the exercise. The senior consultant/ team leader will be responsible for the successful and timely delivery of the assignment.
Demonstrable experience and Value for Money (VFM) will be key considerations in evaluating proposals submitted.
EOIs should be submitted clearly indicating EOI for conducting an impact evaluation for the CIU over the 5 past years(2017-2022).
