Background of National Cooperatives Confederation of Rwanda (NCCR)
The National Cooperatives Confederation of Rwanda (NCCR) is the umbrella organization that promotes and represents the interests of the cooperative movement in Rwanda. On 28th October 2010, the National Cooperatives Confederation of Rwanda (NCCR) was established by nine cooperative federations. The NCCR was granted legal entity on 22 December 2010 and this was published in the Official Gazette N° 25 of 20/06/2011. In 2012, the NCCR joined the International Cooperative Alliance (ICA), which is the body that represents and serves cooperatives worldwide.
Its Mission Statement is to support its member Federations, Unions, and Primary Cooperatives through Capacity Development, Information sharing, Advocacy, and collaboration with Public, Private, and Civil society organizations at local, regional, and international levels.
Rationale of assignment
The Government of Rwanda recognizes the central role cooperatives play in country’s economy by promoting inclusive, sustainable development and economic transformation; the Government put in place a conducive environment for the development of the cooperative movement in recognition of its contribution to the attainment of national development goals for economic and social transformation.
However, despite the efforts made by the Government of Rwanda to promote cooperative movement, cooperative organizations continue to face serious challenges hindering their development. It’s from this background that NCCR would like to recruit a consultant to provide capacity building to three agriculture federations, to overcome some of their performance challenges around cooperative governance and leadership. Below are the details of the assignment:
Objective and scope of the assignment
The objective of the consultancy is to provide capacity building to the apex organizations in Maize, Horticulture and Dairy value chains.
The consultant is expected to start by conducting a needs assessment to understand the capacity gaps of apex organizations in the areas of governance and leadership in order to successfully provide needed training.
Specifically, the findings of the assessment will be used in developing comprehensive and tailor-made capacity building/training content, which is to be referred to in the provision of physical capacity building of the apex organizations’ representatives.
Process and Methodology
The consultant’s tasks will consist of:
Conducting capacity needs assessment by interviews and or focus group discussions (FGDs) with apex organizations’ staff, management, and board.
Development of training materials
Provision of in person training to the representatives of apex originations.
Deliverables of the consultant
Develop and submit an inception report outlining the proposed work plan, methodology, data collection tools and approach to be used to carry-out the training sessions.
Conduct capacity needs for apex organizations and submit assessment reports.
Develop and submit training material, tailored to the observed capacity needs.
Provide training (physical)
Submit assignment report.
Timeline
The duration of the consultancy is a maximum of 30 working days (including assessment, document development, physical training sessions and assignment reporting) 12 for assessment and 18 for trainings).
Required experience and qualifications:
A university degree in Social Sciences, Economics, agricultural economics, management, economics, rural development, agri-business, and other related fields
At least four years’ experience in the Rwandan cooperative sector.
Proven history working with agriculture value chains.
Experience conducting capacity needs assessment for agriculture farmer groups such as cooperatives.
At least 5 years of experience working in the local communities
At least 5 years’ experience providing training to groups of adult people
Fluency in English and Kinyarwanda

A one-page proof of understanding of the ToRs
Two pages of the proposed methodology, activities and expected outcomes
A detailed activities schedule/work plan with time frame
A CV in case of individual consultant application
For consulting firms (A profile of the consulting firm including the full names, physical address, telephone numbers and contact person of the firm/company; certificate of registration, registration number, CVs of the consultants who will conduct the assignment on behalf of the firm)
One certificate of similar work carried out by the consultant/consulting firm
