Background
Family Circle Love Lab Organization (FCLLO), a women-led, non-governmental organization, is based in Huye, Southern Province, Rwanda. FCLLO was established in 2015 and registered under the Rwandan government with the registration code 221/RGB/NGO/LP/04/2018. FCLLO’s work focuses on preventing and responding to Sexual and Gender-Based Violence (SGBV) against women and girls by promoting community awareness, advocacy, training, and offering psychosocial support.
The “Together We Fight Against Sexual Gender-Based Violence - Turihashye Project” has been running since January 2023, with the goal of reducing SGBV cases in the community, strengthening women's rights, and empowering survivors through mental health and psychosocial support, economic empowerment, and legal aid.
Purpose of the Consultancy
FCLLO seeks to engage a qualified consultant to conduct a comprehensive Monitoring and Evaluation (M&E) of the “Together We Fight Against SGBV - Turihashye Project” in order to assess its effectiveness, impact, and areas for improvement. The consultancy will focus on evaluating the project’s outcomes, achievements, challenges, and sustainability.
Objective of the Consultancy
- To monitor and assess the project's performance in achieving its intended goals and outcomes related to SGBV prevention, awareness, and response.
- To evaluate the effectiveness of FCLLO’s interventions in addressing the needs of SGBV survivors, including psychosocial support, economic empowerment, and conflict resolution.
- To assess the project’s contribution to building community awareness and promoting behavioral change concerning SGBV.
- To provide recommendations for improving project implementation and strategies for scaling impact.
Scope of Work
The consultant will be responsible for conducting the following tasks:
- Inception Report(2 days): Develop a detailed inception report, including the methodology and approach for the M&E exercise. The report will also include data collection tools, a timeline, and logistics.
- Data Collection(4 days): Collect qualitative and quantitative data from project stakeholders, beneficiaries, community members, and partners. This may include field visits, interviews, focus group discussions, and surveys.
- Data Analysis(2 days): Analyze the collected data to assess the progress toward the project objectives and identify key achievements, challenges, and lessons learned.
- Report Writing(2 days): Prepare a comprehensive draft M&E report that includes findings, conclusions, and recommendations for improvement and sustainability.
- Dissemination and Presentation(1 day): Present key findings and recommendations to FCLLO and key stakeholders.
- Validation(1 day): Facilitate a validation workshop with stakeholders to gather feedback and incorporate final inputs.
- Comments Integration(1 day): Revise and finalize the M&E report based on feedback received during the validation process.
Deliverables
The consultant is expected to deliver the following:
- Inception Report: Detailed plan outlining the methodology, data collection tools, and timeline.
- Draft M&E Report: A comprehensive report covering key findings, achievements, challenges, and recommendations.
- Presentation of Findings: PowerPoint presentation summarizing key results for FCLLO and stakeholders.
- Final M&E Report: Revised report incorporating feedback from the validation process.
Consultant Qualifications
The ideal consultant should meet the following criteria:
- A minimum of 5 years of experience in Monitoring and Evaluation, with proven expertise in evaluating gender-based violence, women's empowerment, and social development projects.
- Strong understanding of SGBV issues in Rwanda, particularly in rural areas.
- Proven experience in developing and applying M&E frameworks, qualitative and quantitative data analysis, and report writing.
- Demonstrated ability to work with diverse stakeholders, including community members, NGOs, and funding partners.
- Excellent communication skills in English and Kinyarwanda.
Timeline
The assignment will be conducted over 13 days, as detailed below:
- 2 days: Inception report development
- 4 days: Data collection
- 2 days: Data analysis
- 2 days: Report writing
- 1 day: Dissemination and presentation of findings
- 1 day: Validation workshop
- 1 day: Comments integration and finalization of the report
Payment Terms
Payment Terms
Payment will be made in three installments:
- 30%upon submission and approval of the inception report.
- 20%upon submission and approval of the interim report.
- 50%upon submission and approval of the final M&E report.
