Réseau des Femmes Oeuvrant pour le Développement Rural (Réseau des Femmes) is a Rwandan, not-for-profit organization founded in 1986, with a legal personality No 15/08.11 of 28/2/2011.
The establishment of Réseau des Femmes was in a context of limited gender sensitive policies, a period of prevailing extreme poverty among rural Rwandan women, limited access to education, lack of participation in decision making processes/organs, limited access to financial resources and means among others.
Réseau des Femmes Oeuvrant pour le Développement Rural in partnership with Rwanda Governance Board (RGB) with the funding of UNDP is implementing the project titled “Enhancement of Teen mothers Small Business in Cosmetics Production through Gender Action Learning Systems in Burera District” aiming at supporting teen mothers’ project of cosmetics production and sale in Burera District and in neighboring area.To improve the quality and quantity of their cosmetics products, Réseau des Femmes wishes to find a competent supplier who can supply a liquid soap making machine.

Commercial Terms
1. 1. Price: Bidder should submit its quotes in Rwandan francs (Rwf) and the Prices quoted in the proposal should comply with the Delivery Duty Paid (DDP).
2. 2. Delivery time: Be able to deliver the machine to the project location in Burera District, Rugarama Sector, within specified time as requested by Réseau des Femmes upon receipt of Purchase Order (PO) within two weeks after notification letter
Scope of Supply• The supplier will be awarded the contract under fixed prices that will be valid until the service is completed.
• Réseau des Femmes Oeuvrant pour le Développement Rural will issue Purchase Order (PO) to acquire a Liquid soap making machine from successful bidders.
• Supplier will ensure that liquid soap making machine is appropriately delivered to agreed location in good manner to avoid physical damage and breakage.
• The supplier will make full installation and testing of the liquid soap making machine and provide a guarantee of 1year.
• The supplier will provide a technician for coaching sessions on post installation to the beneficiaries for 10 months
• Supplier shall replace the damage, broken or leaking spare part at free of charge within specified in guarantee period.
• Réseau des Femmes will not bear any financial obligations in case of not using the said contract.
Payment terms:The supplier will request an advance of 40% after signing agreement and will submit invoice to Réseau des Femmes and receive the payment of 50% of the total price after delivering a Machine and 10% will be paid after the period of three months. Other details will be discussed in the supplier contract.
Supplier Requirements• A qualified and competent supplier to provide liquid soap processing machine;
• A supplier should have a valid Tax Clearance Certificate(TTC) from RRA;
• A supplier should have a valid Contributions Clearance Certificate from RSSB;
• A supplier should submit a DDP quotation.
• Réseau des femmes Tender Committee reserves the right to conduct due diligence to supplier office, shop or warehouse prior to contract award;
• Supplier should provide a guarantee period.
