Terms Of Reference For Elaboration Of A Strategic Plan For Rwanda Association Of Building And Public Works Contractors

1. BACKGROUND
The Rwanda Association of Building and Public Works Contractors; in French “Association des Entrepreneurs du Bâtiment et Travaux Publics” (AEBTP), established in November 1998, is regulated by law N° 51/2001 of 30/12/2001, its legal statutes have been published in the official gazette Year 44 n° 2 on 15th January 2005. It brings together all building and public works contractors in Rwanda with the aim of promoting their respective activities to substantially contribute to the economic development of Rwanda. Since its creation, the association has advocated and promoted the interests of its members; improved conditions under which their profession is exercised; provided training and information; encouraged collaboration and partnerships as well as harmonizing professional relations for its members.

To achieve its objectives, the association will do the following activities:
• Advocacy
• Capacity building
• Networking
• Other services that benefits its members

AEBTP is contemplated to prepare a Five-year strategic plan 2022-2026, which sets the long-term direction for the implementation of its mission.

1. Objectives
The overall objective of this consultancy is to develop a Five-year Strategic Plan to ensure that AEBTP fulfils its mandate.

2. Scope of Work
The scope of work for the Consultant will include but not be limited to:
• Elaborate the vision and mission based on AEBTP mandate;
• Undertake stakeholders (companies, public sector, and development partners) mapping and analysis;
• Undertake a situation analysis of AEBTP operations to date;
• Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas;
• Review the institutional capacity, organizational set-up, financial and administrative systems against the AEBTP mandate and the identified strategic objectives and key result areas; and make recommendations, if any;
• Propose a strategy for achieving the strategic objectives and key results;
• Develop a Results and Resources Framework for the plan period;
• Hold stakeholders meeting(s) to validate the draft Strategic Plan;
• Finalize Strategic plan and submit to AEBTP.
• Printing of four (4) copies (including 2 in English and 2 in French) as well as an electronic version in both English and French languages.

3. Deliverables
The consultant has to produce the following outputs:
Output
1. Inception report including methodology and work plan 20 October 2021
2. Draft of a strategic plan to be presented to AEBTP and partners 15 November 2021
3. The final 2022-2026 strategic plan of AEBTP 30 November 2021

Four presentations are foreseen to the quality review committee namely to
• Validate the inception report,
• Validate the first draft of strategic plan.
• Validate the final strategic plan.

After each presentation, the consultant will integrate comments and send a final version of each report/strategic plan. After submission of a report/strategic plan, the consultant can continue working on other reports/strategic plans while awaiting presentations. Payment will be made after validation of reports by the quality review committee.

4. Time Span
This assignment is expected to be carried out for a period of 45 working days.

5. CONSULTANCY MANAGEMENT, REPORTING ARRANGEMENTS, DURATION, AND PAYMENTS
The contract manager from AEBTP for this consultancy the Executive Secretary of AEBTP. A quality control committee will be put in place at the beginning of the consultancy to approve inception report and other reports.

The consultancy assignment is expected to have an estimated duration of not more than 45 calendar days starting as soon as possible and to be completed end November 2021.

The consultant will provide invoices after the validation of reports as mentioned above as per the fee agreed upon between AEBTP and the consultant.

6. Expertise
a) Academic Qualifications
The consultant should have at least a master’s degree in Management, Economics, or related fields. MBA holder is strongly preferable.

b) Experience
• At least five years’ professional experience in strategic planning and management
• Demonstrated experience in working with non-government partners, associations, and other stakeholders in the area of capacity development
• Proven experience in working with construction sector
• Experience in policy development, management, and planning-related work

c) Skills and Competencies:
• Ability to work with minimal supervision;
• High level written and oral communications skills in English and French;
• Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy, and integrity;
• Must possess skills in facilitation of stakeholders engagements/workshops;
• Evidence of having undertaken similar assignments;

7. Evaluation Criteria
The following evaluation criteria and scoring will apply when evaluating consultants that submitted a bid for this consultancy.

8. Application process
Interested consultants should submit their bids (technical and financial proposals) on info@aebtp.rw before 6 October 2021.

Required information to submit are as follows:
• Cover sheet indicating name of the consultant(s) and contact details,
• Profile of the consultant(s) including CV and showcasing how the consultant(s) is/ are corresponding the criteria mentioned under point 6 above (Expertise)
• Methodology, Work plan as per the above tasks and day allocation with concrete timeline and deliverables. The work plan should indicate which consultant will be responsible for which task (in case more than one consultant will work together to accomplish the mission).
• Financial proposal indicating a) the professional fee per day which should include all costs (e.g. communication, internet, printing, transportation).
