Term Of Reference For The Construction Of Water Tanks In Gasaka And Kibilizi Sector1. Background of the Organization
IPFG is a public-profit making organization created in 2002 and legally registered by the Ministerial Order N0 17111 of 31 January 2006 which was published in the Official Gazette of the Republic of Rwanda O.G N0 10 bis of 15 May 2006. It is based (Office) in Nyamagabe district, and operates in Nyamagabe, Nyaruguru and Nyamasheke Districts. With Vision to have a democratic society where women and men are aware of their problems, complement one another and actively participate in the actions of the entire development, it has a Mission to promote and reinforce complementarity between woman and man as well as their participation in the actions which aim the social and economic development based on fairness.
To achieve those, IPFG intervenes mainly in 3 areas including:• Agricultural production chains, climate change adaptation and mitigations;
• Youth and Women empowerment (Economic and leadership); and
• Citizen participation.
With financial support from Federal Ministry for Economic Affairs and Climate Action on the basis of a decision by the German Bundestag, and IKI (International Climate Initiative), IPFG is implementing the project entitled "Improving adaptation capacities for vulnerable households in Nyamagabe District ", IPFG is helping communities in Nyamagabe district, Gasaka and Kibilizi sectors be resilient to climate change effects. It is in this framework under the activity of purchasing and installation of rain water harvesting and storage tanks, IPFG is looking experienced contractors to install different types of water tanks to the targeted communities mainly in Gasaka sector, Remera cell, and Kibilizi sector in Bugarama cell, in Nyamagabe district.
2. Description of the work
IPFG is looking for qualified contractors in installation of water tanks of different types in the above-mentioned areas. The details of the lots of the tender are described as follow:
2.1. Lot 1. Purchase and installation of 52 plastic water tanks
Information with regard to tanks specifications
2.1.1. The water tanks to be installed are to be
• Plastic tank of one of the following types: Afritank, or Aquasan or Pro water
• Able to store 5,000 liters (5m3).
2.1.2. Specifications with regard to water tanks’ Installation
Materials and installation of tanks should fulfil the following criteria and specifications.

2.2.1. size and materials
• Tank size: 5m 3 holding capacity
Materials:
* Bamboo: the stalk of the tanks should be made in mature bamboo
* Cement: Cimerwa 32.5
* Sand: the one from rivers (Kinyangara)
• Stones: Strong enough to construct a foundation of the tank
• Concrete: Mixture of cement and sand to the proportion of 2*1 should be respected
2.2.2. Specifications with regard to water tanks’ InstallationThe foundation of the tank:
• Height: 60 Cm.
• Materials to be used: Stones, gravels, sand (kinyangara); cement (Cimerwa 32.5),
• sand cement mixture: 3*1
• Diameter: 2,20m

• Mixture cement-sand (2*1) should be respected to each step of the construction of the tank
• The inward layers should be 3 (with water repellent products), and outward layers 2 before levelling
• The inward shape should be U-shaped
• Painting: Epoxy inside and email externally of the tank
• All steps for bamboo tank construction should be followed (the above are some critical concerns to take into account, during installation)

• Tank size: 10m 3 holding capacity
• Materials:
* Mud bricks: the mud bricks are made in mud and glasses with 20*40 cm sizes
* Cement: Cimerwa 32.5
* Sand: the one from rivers (Kinyangara)
* Sheeting with the following specifications: The Tensile strength: ≥300N/MM²; The Tear strength: ≥18/MM²; The Elongation at break: ≥ 394%; The Shrinkage: ≥ 0.04%; The bursting strength: ≥ 30 DAN/CM², The UV treatment: 100%; The Recyclable: 100%; The Thickness: 0.85 MM; size: 6.5*5.5m; status: no linkage of sheeting parts.
2.2.2. Specifications with regard to water tanks’ InstallationTank construction:
• Sizes: Front height: 1.8m; Behind height: 1.4m; Length: 3m (inside); width: 2m (inside), Depth: 1.1m from the soil level; with a window (60*60cm)
• Sheeting protection: cementing the inner part of the tank using clay, and oil from garage (vidange) for insect protection
• Sheeting installation: the installation of the sheeting should be done carefully to avoid its damage
• Plastering the outward part of the tank with cement-sand mixture (3*1)
• All steps for semi-underground tank construction should be followed (the above are some critical concerns to take into account, during installation)

Water pumps fabrication and installation• The pumps of the tanks should be made of pipes of 50mm and 40mm diameter, of PN10 of strength
• The made pumps should be well fixed in the tanks with strong and galvanized iron and concrete blocks for sustaining the pump.
3.General conditions of the tender
3.1. Criteria of eligibility for bidders
To be eligible, any bidder interested to apply for this tender has to fulfil the following conditions:
1. The bidder shall be established and operational in Rwanda with proven experience in rain water harvesting and storage processes (to provide relevant certificate or attestation of similar rendered service);
2. The bidder shall have ability to work with communities in rural areas and able to use local experienced technicians in installation processes to foster ownership by the beneficiaries.
3.2. Content of bidding documentsThe submitted bid document shall provide the following information:
• Professional/Technical proposal
• Financial proposal.
3.2.1. Composition of Professional/Technical documentsTechnically the following documents shall be examined:
1. Letter addressed to IPFG’s president of Board of Directors explaining that the bidder has well understood the minimum requirement and is complying with them;
2. Registration Certificate;
3. Up to date tax clearance from Rwanda Revenue Authority;
4. At least 3 recent attestations of good completion for installation of tanks issued by reputable institutions in Rwanda relevant to the lot the bidder wish to submit to;
5. Technical guidance on construction of the tanks (depending on lot) and the execution schedule of construction activities
3.2.2. Composition of Financial proposalThe financial proposal shall contain:
• Cost of all needed items or materials, technicians, etc. to enable installation of water tank, including all related taxes and transport to the construction site.
• Ability to use EBM for invoice delivery.
• The quotations shall be established as follow:

Total 4. Submission of bid documents, analysis and notification
The completed professional and financial documents should be submitted to IPFG office located in Nyamagabe, in front of Nyamagabe district office, not later than the 27th January 2023 at 12AM. Bidder shall submit documents depending on lot, and it is allowed that 1 bidder should submit bidding documents to more than 1 lot. The financial documents received will be publicly opened at the 27th January, 2023 at 1PM (same deadline date), and technical documents will be thereafter analysed solely by IPFG procurement committee. Notification to all bidders, including the selected one(s) will be done not later than the 31st January 2023.
Note that procurement decisions will not only consider financial documents. Technical capabilities will be also highly considered.
