1. Background of the program

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, and DUTERIMBERE NGO, as well as the National Union of Disabilities Organisation Rwanda (NUDOR). 

2. Introduction

The Climate Just Communities (CJC) program, operating in Gisagara district, is committed to improving the livelihoods of vulnerable households by providing them with sustainable agricultural resources. As part of this initiative, the program plans to distribute 351 goats and 351 pigs, along with start-up veterinary kits, to identified households. The targeted beneficiaries include elderly groups, people with disabilities, teen mothers, youth-headed households, and other marginalized groups within the district.

3. Objective

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and to provide start-up veterinary kits to the identified households. The selected company will be responsible for ensuring the quality of livestock and veterinary kits, as well as for the timely and efficient distribution of these resources to the beneficiaries.

The following are the specific objectives:

• Improve Livelihoods and Food Security:
  • Provide a sustainable source of income and nutrition by distributing small livestock to vulnerable households, including the elderly, people with disabilities, youth-headed households, teen mothers and poorest families.
• Enhance Resilience to Climate Change:
  • Promote livestock farming as a climate-resilient livelihood option to help vulnerable communities adapt to changing environmental conditions.
• Empower Marginalized Groups:
  • Empower socially and economically marginalized groups by enabling them to manage and benefit from livestock farming, thus fostering self-reliance and dignity.
• Promote Sustainable Agricultural Practices:
  • Integrate the distribution of livestock with training on sustainable farming practices, ensuring that beneficiaries can maintain and grow their livestock in an environmentally friendly manner.
• Facilitate Community Cohesion and Support Networks:
  • Strengthen community ties by encouraging collective management and knowledge sharing among beneficiaries, fostering a support network within the community.

4. Distribution plan:

The following is the distribution plan that shall be followed:

• Beneficiary Identification:
• Collaborate with local leaders, community-based organizations, and social workers to identify and verify the most vulnerable households in the community.
• Prioritize elderly people, individuals with disabilities, youth-headed households, teen mothers, and other vulnerable groups.
• Assessment of Readiness and Training Needs:
• Assess the selected beneficiaries to determine their readiness to receive livestock and identify any training or support they might need.
• Provide training on basic livestock management, disease prevention, and sustainable practices tailored to the needs of each group.
• Distribution Process:
• Procure healthy and climate-resilient breeds of pigs and goats from local breeders to support the local economy.
• Organize distribution events at accessible community centers, ensuring that all logistics, including transportation and security, are well-coordinated.
• Provide each beneficiary with a starter kit, including initial feed, basic veterinary supplies, and an introductory guide to livestock care.
• Post-Distribution Support and Monitoring:
• Establish a follow-up mechanism, with regular visits from agricultural extension officers to monitor the health and progress of the livestock.
• Set up a community-based support system where beneficiaries can share experiences and get advice from each other and local experts.
• Provide ongoing access to veterinary services and additional training sessions as needed.
• Impact Evaluation and Reporting:
• Conduct periodic evaluations to measure the impact of the livestock distribution on the beneficiaries' livelihoods, food security, and community resilience.
• Gather feedback from beneficiaries to improve future programs and ensure that the objectives are being met.
• Prepare and submit reports to stakeholders, highlighting successes, challenges, and lessons learned.

5. Scope of Work

The selected company will be required to:

• Procurement:
  • Source and procure 351 goats and 351 pigs that meet the required health and quality standards.
  • Ensure that the livestock are healthy and suitable for the local environment.
• Veterinary Kits:
  • Provide start-up veterinary kits for each goat and pig. Each kit should include:
    • Sulfadimidine (100g)
    • Introvit (100ml)
    • Intrafer (100ml)
  • Ensure that all veterinary supplies are of high quality and have not expired (newly produced).
• Distribution:
  • Transport and distribute the livestock and veterinary kits to the identified beneficiaries across Gisagara district at cell level in Ndora, Muganza and Kibilizi Sectors.
  • Coordinate with local authorities and community leaders to ensure the efficient and equitable distribution of the resources.

6. Deliverables:

• Distributed 351 pigs and 351 goats accompanied by veterinary kits specified in point 4 of this notice.
• A final report detailing the procurement and distribution process, including any challenges encountered and how they were addressed.

7. Timeline:

The entire assignment is expected to be completed within 20 calendar days starting from the date of contract signing.

8. Expected Outcomes:
   • Increased income from animals’ production,
   • Production of manure for crop fertilization,
   • Increase crop production resulted from available of manure for fertilization,
   • Socio-economic benefits through animal share out,
   • Promoting the organic crop production.

Technical specifications and budget breakdown

Note:

Distribution of these small livestock and kits & will be done at identified Cells of Ndora, Kibilizi and Muganza Sectors of Gisagara District.

Any small livestock that may die within a period of 7 calendar days will be replaced.

9. Tender procedure

Reporting

The contractor company will report to DUHAMIC-ADRI management and provide regular updates on the progress of animal’s distribution. Any issues or deviations from the agreed-upon plan should be reported promptly for timely resolution.

Qualifications and Experience

The company must demonstrate the following:

• Proven experience in the procurement and distribution of livestock in rural communities.
• CV of at least one (1) staff (veterinary) that will lead the selection of animals (his /her CV should highlight the Expertise in veterinary services and knowledge of the required veterinary kits);
• Experience working with vulnerable and marginalized groups.
• Ability to work within the timelines and provide regular updates on progress

Application documents:

The following terms and conditions shall be observed during tendering process:

1. A commitment letter to deliver all the needed items in a period of 20 calendar days after signing the contract
2. Certificate of good standing issued by RDB
3. A valid tax clearance certificate
4. Proof of using EBM
5. 2 certificates of good completion for similar works (distribution of small livestock) in the recognized organization
6. CV of at least one (1) staff (veterinary) that will lead the selection of animals
7. A financial proposal (quotation) including all related taxes, transportation costs (from the selling point up to the distribution site) and other associated costs.

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Friday August 30, 2024 at 10:00AM

The public opening of bids is scheduled on the same day at 10:30AM at DUHAMIC-ADRI headquarters
