Health Builders, a non-profit organization registered in Rwanda, works with the Ministry of Health (MOH) and the local governments to strengthen primary health care systems with the ultimate objective of ensuring access to quality health services.

Health Builders offers training and mentorship, provides life-saving technology and equipment, and constructs health centers and health posts to ensure that rural Rwandans in need have access to quality, reliable health care. Currently, we are supporting 54 primary healthcare (PHC) centers and their associated health posts, as well as community health workers (CHWs) in three rural districts (Rwamagana, Rulindo and Nyabihu) with a catchment population of over one million. In collaboration with the MOH and Rwanda Biomedical Center (RBC) with the support of SANOFI, Health Builders is implementing a project to raise awareness, screening, and building the capacity of healthcare providers for early detection and management of hypertension and diabetes in Nyabihu District- Western Province of Rwanda.

The main purpose of this tender document is to invite competent and qualified suppliers to submit their bids (separately) for any of the following lots:

Bids Submission

Bids should be submitted separately in sealed envelopes for each lot clearly marked with the bid lot: for Lot 1 “Smartphones for CHWs” and for Lot 2 “Medical Equipment and Supplies” indicating the bidder’s name. 

Suppliers are allowed to bid for one or both lots and are encouraged to include any relevant certifications or qualifications that demonstrate their capability to meet the requirements.

All printed bidding documents written in English, properly bound and in 2 copies of which an original and a copy, must be submitted in sealed envelopes at the following Health Builders office located at KG 632 Street, House no. 4, Kimihurura, Rugando, Kigali, at the latest on  November 3rd, 2023 at 3:00 pm. Late bids will be rejected.

The opening of the bids will take place the same at 03:30 pm local time at the Health Builders office.

Eligibility and Evaluation Criteria:

  • The company should be registered in Rwanda and specialize in the domain
  • Proof of tax clearance
  • Suppliers must provide detailed information about the smartphones they are offering, including specifications, brand, model, warranty in case of malfunction, and pricing.
  • Quality, compliance with specifications, and price competitiveness will be key evaluation criteria.
  • Health Builders reserves the right to reject any bid that does not meet the specified requirements or is submitted after the deadline.
  • The supplier should specify the delivery period. It is preferable to be able to supply the items in both lots within 30 working days.
