TENDER FOR SUPPLY OF BEST AGRICULTURE PRACTICES TOOLS, INPUTS AND SEEDLINGS

1. Introduction

Sustainable Growers (SG) is a local NGO having a goal of improving the livelihoods of low-income women farmers and their families through collective trainings that create the basis for more transparent trade, increased production, improved quality, and higher prices in the coffee sector. This is in alignment with the NSTI goals. 

Sustainable Growers Rwanda is looking for potential companies to supply the following equipment, dived into (2) lots to its six cooperatives located in 6 Districts of Rwanda (Kayonza, Nyaruguru, Rusizi, Nyamasheke, Gakenke and Gicumbi).

1. Lot 1: Supply of Best Agriculture Practices tools and inputs.
2. Lot 2: Supply of seedlings 

NB: Qualified interested suppliers are allowed to bid for 1 lot only.

General qualifications and required documents

Interested companies should meet the following requirements:

1. Having experience of 5 years in performing similar services
2. Providing 3 recommendation letters of similar related services
3. Be among the Agro-dealers certified by the Rwanda Inspectorate, Competition and Consumer Protection Authority (RICA) – applicable to Lot 2 only
4. Having RDB registration Certificate
5. Original or notarized copy of the Rwanda Social Security Board certificate
6. Tax clearance certificate issued by RRA
7. A confirmation that the bidder has Electronic Billing Machine [EBM]
8. Original or notarized copy of the non-bankruptcy certificate from RDB 

Tender Validity period

The RFQ validity period shall be 60 days.

Rejection of tender responses

Sustainable Growers Rwanda reserves the rights to reject any tender responses which:

• is received after the submission deadline
• contains omissions, gaps, misrepresentations, errors and/or uncompleted sections
• contains hand written amendments with no initial of the authorized signatory
• contains ambiguous information that might mislead the tender evaluators
• is not submitted in a manner consistent with the provisions set out in this tender

Tender costs

You are responsible for obtaining all information necessary for preparation of your tender response and for all costs and expenses incurred in preparation of the tender response. Sustainable Growers Rwanda will not be responsible of any cost you incurred during the preparation of this procurement, irrespective of whether or not your tender response is successful.

Quotations

Quotations in response to this tender must be all taxes inclusive and presented in Rwanda currency. They must remain valid for not less than sixty (60) calendar days after the offer deadline. Bidders are requested to provide quotations on official letterhead.

Evaluation Criteria and award

The award will be made to the offer or whose offer follows the RFQ instructions, meets eligibility requirements, and receives the highest score out of a determined set of weighted technical and financial criteria 

Please note that if there are significant deficiencies regarding responsiveness to the requirements of this RFQ, an offer may be deemed “non-responsive” and thereby disqualified from consideration. It is anticipated that award will be made solely on the basis of these original quotations. However, Sustainable Growers Rwanda reserves the right to conduct any of the following:

• Sustainable Growers Rwanda may conduct negotiations with and/or request clarifications from any offer prior to award.
• While preference will be given to offer who can address the full technical requirements of this RFQ, Sustainable Growers Rwanda may issue a partial award or split the award among various suppliers 

Withdrawal

• Sustainable Growers Rwanda reserves the right to withdraw this tender at any time and without notice and liability.
• Sustainable Growers Rwanda, reserves the right to accept or reject any quotation without being obliged to give any reasons in this respect.

Interested companies must submit their bid documents electronically via:
