Background
Rwanda development organisation is a Non-Government organisation established in 1995 to support the initiatives of Rwandese in social and economic development with a vision to see Rwandans in control of their own destiny, enjoying good standard of living and sustainable development.

RDO secured funding from InterAction to implement “IJWI RY’UMUHINZI” Project intended to build capacities to farmer organizations and the local leaders so that farmer organizations have knowledge and confidence to take initiative and demand space in public planning processes, on the other hand local leaders have tools and skills to better involve farmers in participatory planning. The project also will strengthen farmer and duty bearer’s engagement both at local and national levels through evidence-based dialogue between farmers, government and other development partners in agriculture. The project also put up a digital mechanism (Survey CTO) of agricultural related data collection and analysis and sharing of lessons learnt and best practices for improved agricultural development

One of the main activities under IJWI RY’UMUHINZI project is to document and disseminate Lessons Learnt and Best Practices on the project. RDO has to develop a documentation of lessons learned and best practices to share with stakeholders and beneficiaries. Therefore, RDO need to produce a well-designed document on lessons learnt and best practices for key stakeholders including Kayonza and Nyagatare Districts and a brief 2- page document, translated in Kinyarwanda for farmer organizations and local authorities.

Purpose of the consultancy
The purpose of the consultancy is to provide technical support to RDO in the process of evidently documenting lessons learned and best practices. The consultant/ firm will document these lessons in close consultations with the survey CTO consultant, Farmer organizations under IJWI RY’UMUHINZI project, local authorities in Kayonza and Nyagatare. As part of this project a lessons learned document is to be developed around project activities and impact. The product will comply with visibility requirements as fixed by RDO and InterAction . The developed detailed document will be designed in a booklet with editing adequate to a storytelling - evaluation perspective. Overall style and design of the final product will be agreed between consultants, RDO. The detailed document will be produced in English and a 2 page summary in Kinyarwanda.

Scope of the consultancy work
Under the guidance of RDO, the consultant/firms shall undertake the following tasks:
• Visit the two project districts and Meet at least 8 farmer organizations including youth and women organizations in each district and collect information on success, lessons learnt, and best practices. RDO will help to organize the farmer organizations(FOs)
• Track the implementation of IJWI RY’UMUHINZI, identify the success and gaps, with relevant data which this Project have registered among the farmers
• Undertake consultations with stakeholders including Kayonza and Nyagatare district authorities more especially the agriculture unit and the Network of farmer organization coordination teams in Kayonza and Nyagatare
• Undertake a literature review of project/documentation that are related to the project including the digital data collection and analysis tool ( survey CTO)
• Develop the detailed document designed into a booklet in English and 2 -page brief summary document in the Kinyarwanda language

Expected deliverables:
• Inception report indicating methodology, tools to be used, work schedule, and the proposed format of the document.
• Draft document for review.
• Final detailed document, well designed booklet with logos of RDO and InterAction in English submitted in both hard and soft copy.
• A summary of documents of 2 pages in Kinyarwanda submitted in both soft and hard copies.

Approach:
• The consultant/firm is expected to work directly under the supervision of RDO;
• The consultant will use a consultative and inclusive approach to ensure that all beneficiaries and stakeholders provide information on lessons learnt and best practices on IJWI RY’UMUHINZI project.
• The consultant/firm to work hand in hand with Farmer Organizations and Local authorities
• For secondary data the consultant shall undertake a literature review of project documentation, reports that are relevant, and Survey CTO generated information
• For primary data, the consultant will base on information gathered from beneficiaries, stakeholders, and local authorities

Assignment duration and management arrangements:
This assignment will last for 25 days. The inception report presented on 5th, the day after signing contract, draft document presented on 15th, day and final documents submitted within 25 days. The consultant/firm can work from own premises but contacts RDO for fieldwork engagements. The consultant/firm should however present work schedule in the technical offer

Expertise required and Qualification:
Interested consulting firms or individuals should demonstrate relevant experience in the following areas:
• Consultant to have a masters degree in agricultural sciences or social sciences
• High level of analysis, project evaluation, and report production
• Understanding of agricultural policy advocacy and citizen participation
• Previous experience in the documenting of lessons learned, best practices will be particularly appreciated
• Good command of English and capability to translate from English to Kinyarwanda
• Working within agreed deadlines while producing high-quality work output.

Conflict of interest.
Any conflict of interest involving an applicant must be fully disclosed to RDO. Failure to disclose a conflict may disqualify an applicant or invalidate an award of the contract. Applicants are required to declare any current or past work which might reasonably be considered to represent a conflict of interest. It will be for RDO to decide if any material conflict of interest exists and applicants in doubt in this regard should seek the advice of RDO.

Intellectual property
Any material developed during the contract will be considered as property of RDO and may be used by RDO.

Documents required for expression of interest (EOI)
Consultants/Consulting firm should submit the following:
• Technical bid showing a clear understanding of the scope of assignment and clear timeline for accomplishing the assignment
• Annexes of at least a similar assignment done before;
• Financial bid with a clear breakdown of costs and Payment terms
• VAT Registration and Tax Clearance Certificates;
• RSSB clearance certificate
• Contact details of 3 references
• Resume of the persons who will carry out the assignment

Envelops clearly marked documenting lessons learnt and best practices for IJWI RY, UMUHINZI should be submitted to RDO secretariat offices on 22/11/2021 by 11.00 am The financial proposal should be inclusive of tax and quoted in Rwandan Francs (RWF). Demonstrable experience and Value for Money (VFM) will be key considerations in evaluating proposals submitted. Only suitably qualified consultants/firms resident in Rwanda will be considered.
