Background And Objectives
GLAAS monitors the enabling environment (in terms of laws, plans and policies, institutional and monitoring arrangements) and inputs (in terms of human resources and finance) for the water, sanitation and hygiene (WASH) sector at the regional and global levels. GLAAS also analyses the factors associated with progress to identify drivers and bottlenecks, highlight knowledge gaps and assess strengths and challenges within and across countries.

GLAAS, as a global report, also facilitates benchmarking between countries. GLAAS country data are intended to inform senior staff in country governments and donor organizations that are in a position to advise their ministers and most senior decision-makers. It is a useful resource for stakeholders involved in sanitation and drinking-water projects and programmes.
The GLAAS report assesses data from several different sources, including global data on sanitation and drinking-water coverage, donor aid flows, economic and development indicators, health indicator data, and data from regional sector and multi-sector assessments. GLAAS gathers data at both country and external support agency levels to fill key knowledge gaps.

In addition to providing sanitation and drinking-water policymakers and practitioners with a more comprehensive evidence base, the GLAAS process also informs political decision-making, particularly through its association with the Sanitation and Water for All (SWA) Partnership. SWA provides a global platform for discussion among countries and donors participating in the SWA High Level Dialogue that culminates in the SWA High Level Meeting, the next of which is scheduled for April 2017.
After five GLAAS full cycles since 2008, our plan is to reach all the 47 countries of our region in this new cycle and therefore all AFRO Member States are strongly encouraged to participate. This GLAAS survey has been updated and streamlined from the previous cycle based on feedback received. Major updates include strengthening questions on hand hygiene and a new question on WASH in Covid-19 preparedness and response plans. The GLAAS 2021-2022 report will be published in the third quarter of 2022.

Opportunities and benefits
• GLAAS is the recognized process for global monitoring of means of implementation indicators for SDG targets 6.a and 6.b for which WHO is the custodian agency. Therefore, participating countries will also be contributing to SDGs monitoring and reporting;
• GLAAS has expanded focus on topics such as hand hygiene and WASH in Covid-19;
• The GLAAS 2022 report will provide evidence for the Health, WASH sector and Finance Ministers in advance of Sanitation for All (SWA) High-Level Meetings;
• Country summary results will be produced and shared back with countries to ensure endorsement, validation, and use at the country level as in the past two cycles.

Educational Qualifications, Professional Expertise And Key Skills Required
Education: Graduate level education (i.e. Master’s degree or above) in water and/or sanitation engineering, public health, environmental health sciences, or environmental engineering, and social and economic sciences
Experience required: 3-5 years’ experience in WASH sector or other related sectors

Skills / Technical skills and knowledge:
• Excellent knowledge of national, regional, and global WASH monitoring mechanisms, including both household surveys and sector monitoring instruments.
• Experience in interfacing with different actors and WASH partners (governments, NGOs, donors, inter-governmental organisations).
• Knowledge of the global monitoring landscape and economics and finance of drinking-water and sanitation with various actors at different levels.
• Advanced quantitative and qualitative skills, including survey design.
• Excellent organisational, team and inter-personal skills in view of interacting with multiple stakeholders at country and sub-regional levels in the data collection process.

Language requirements:
• English, expert level (reading, writing and speaking)
• Good working knowledge of other UN official language
