Right To Play Rwanda has secured funds to implement Gender Responsive Education and Transformation (GREAT), a five year (2018-2023) project funded by GAC (Global Affairs Canada). Using a play-based methodology approach, the GREAT project works towards the ultimate outcome of improved quality education for girls and boys at the primary school level in Rwanda.
One of the immediate outcomes contributing to the said ultimate outcome is improved awareness of gender-specific learning needs of girls and boys, including at-risk children, among parents and caregivers. In line with this immediate outcome, the project team has taken advantage of the results of the project midterm evaluation of 2021 stipulating that “Not having access to electricity has remained a barrier to literacy and numeracy outcomes for girls at both baseline and midterm” to identify girls that are struggling to review their lessons due to lack of electricity in their homes in preparation of a Gender awareness and advocacy campaign to ensure those girls are supported to access commodities and services that will allow them to revise their lessons in the evenings and improve their performance at school. Due to the big number of identified girls (8,723) from our existing partner schools head teachers, Right To Play, together with Ruhango, Kayonza and Bugesera districts have organised the gender awareness campaign to support the mentioned girls in line with the celebration of the International Day of the Girl Child (IDGC) whereby the organisation will deliver Solar lamps-radio to 3,074 most vulnerable girl students who live in households with no electricity to allow them to be able to review their lessons during night time thus improving their performance at school. To ensure the intervention is sustained and replicated, Right to Play will tailor and deliver relevant advocacy messages to the Government and partners to give due weight to the issue of girl students who are caught up by the household chores during the day and are unable to revise their lessons in the night due to the vulnerability of their families which does not allow them to connect to the electricity. Due to the limited budget highlighted above, the solar lamps with radio will be provided to only 35% of the total number of girls identified and our advocacy is expected to generate ownership and buy-in from the Government and partners which will enable the rest of the girls to be reached by the intervention in the future.

The Solar Radios with Lamps to be provided to girls’ children who live in the households with no electricity must be supplied considering both technical specifications and packaging terms as indicated for each item on the list.
The Solar Radio with Lamp that will be supplied will be transported to the Right To Play field offices on the cost of the supplier, before being distributed to the Children during planned awareness raising events campaign events, and the verification of quantities and quality of the purchased items will take place at the Field offices level basing on the distribution schedule communicated by Right To Play upon consultation with the schools.

Delivery modalities and timeline. The successful supplier will submit to Right to Play a sample of the solar radios with lamps for checking and approval before delivery. After approval, the successful supplier will deliver the solar radios with lamps to Right To Play field offices in Ruhango, Kayonza and Bugesera respectively within 2 weeks after delivery of the Purchase order.
