Open Competitive Bidding (International) 09/G/2023-OCBI/EARP-ADF/GEF

1. The Government of Rwanda (GOR) hereinafter called "the Recipient" received financing from the Global Environment Facility, through the African Development Bank hereinafter called "the Bank" and the African Development Fund, toward the cost of Increasing the Climate Change Adaptative Capacity of Vulnerable Rwanda Community. EDCL hereinafter called "the Executing Agency" intends to apply part of the proceeds toward payments under the contracts for supply of tea seedlings, and maintenance of tea plantations (Lot No. 1-3). For these contracts, the Recipient shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing except for those payments, which the contract provides to be made through letter of credit.

2. Energy Development Corporation Limited (EDCL) now invites sealed Bids from eligible Bidders for "supply of seedlings, and maintenance of tea plantations" under the following Lots:

Lot No1: Supply and Distribution of Macadamia, Avocado and Mango

Seedlings

Lot No2: Supply of Seedlings; and planting of 50-hectare tea

plantations

Lot No3: Maintenance of a 101-hectares tea plantation

3. Bidding will be conducted through the Open Competitive Bidding (International) method as specified in the Bank's Procurement Framework Procurement Policy for Bank Group Funded Operations dated October 2015, and is open to all eligible bidders as defined in the Procurement Framework.

4. Interested eligible Bidders may obtain further information from EDCL Head Office located in Kigali City Tower (KCT), 2nd Floor, Procurement Office or by e-mail: procurement@edcl.reg.rw with a copy to rukegide@edcl.reg.rw and inspect the bidding document, during office hours 0900 to 1700 hours, at the address given below.

5. The bidding document, in English, may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Rwandan Francs ten thousand (RWF 10,000) only or its equivalent in United States Dollars (USD). The banking details at the National Bank of Rwanda are: (i) Account Name: RECO/EARP COUNTERPARTS FUNDS; (ii) Currency: RWF; (iii) Account Number account number 1000023217; (iv) Swift Code: BNRWRWRW. The bidding document will be sent via e-mail.

6. Bids must be delivered to the address below on or before 06/10/2023 at 10.00 a.m. (Kigali and Central African Time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 06/10/2023 at 10.30 a.m. (Kigali and Central African Time).

7. All Bids must be accompanied by the bid security as follows:

Lot No1: USD thirteen thousand seven hundred (USD 13,700) Lot No2: USD four thousand four hundred (USD 4,400) Lot No3: USD one thousand nine hundred (USD 1,900)

8. Attention is drawn to the Procurement Framework requiring the Recipient to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
