Background

The Feed the Future Rwanda Orora Wihaze Activity aims to sustainably increase the availability of, access to, and consumption of animal sourced foods (ASF) through the development of a profitable market. In this regard Orora Wihaze has partnered with OX Rwanda Ltd to support scale up of the small livestock inputs distribution model to facilitate last mile access in remote rural villages through Electric Vehicle (EV) services.

This RFQ seeks offers for the following service(s)/item(s):

Technical Specifications

To be considered, service(s)/item(s) offered must conform to the following specifications:

• Equipment should be in a factory new condition.
• Indicate Warranty/workmanship requirements (length in years, minimum terms, etc.)
• Include professional installation at Nyamagabe and Nyamasheke districts OX power stations.

• Solar Panel and battery System requirements include below.

 1. Solar panel 530-550 Watt

A. High Voltage Batteries  

B. MultiPlus-II Inverter/Charger

Instructions for Submitting an Offer

To be considered, offers must be valid for a minimum of 90 days following the closing date of the RFQ, and include all of the following:

1. Cost Offer that includes:

• Total net price quoted in RWF, including transportation to Nyamagabe and Nyamasheke districts less any discounts.
• Unit price of items or services
• Unit designation (each, bag, Kg, roll, hourly, daily, etc.)
• Taxes (VAT) shown separately.
• Installation, commissioning, training, and technical support charges shown separately, if any

2. Additional information:

• A firm delivery or start date. If the items are not available in-stock, quotations must include expected availability date.
• Your quote must conform to the above specifications and be suited to Rwandan conditions. No alternative offers will be considered.
• Complete technical literature for the item(s), including specifications, instructions, and any other important details about the product.
• Country of manufacture and brand names of all items
• Source country that is the country in which the item is available for sale and from which the item is shipped to its destination in Rwanda.
• Facilities, availability and location of in-country service and maintenance support, and spare parts availability
• Information on any warranty/guarantee against any/all defects in workmanship and materials.
• Indicate Proof of experience in supply of similar services / items / equipment in the past. Attach any certificates or recommendations.

Offer Evaluation and Scoring

Award will be made to the offeror who meets all specifications, terms, and conditions of this solicitation and offers the best value based on the following criteria:

Important Notes

• Rwanda Orora Wihaze will inspect the items/service deliverables prior before accepting delivery.
• Rwanda Orora Wihaze can provide reference to VAT exemption. Offerors are requested to show separately VAT amount and indicate the VAT registration number. All other applicable taxes, duties, levies, export clearances/licenses in the country of origin/loading etc. shall be borne by the supplier.
• Payment will be made within 21 days from date of receipt of items/performance of services, subject to installation (if applicable), receipt of all supporting documents delivered in good order by the offeror, and Venture37’s inspection and acceptance of all items/deliverables.
• Venture37 reserves the right to accept or reject any offer or cancel or reissue this RFQ without assigning any reason.
• Issuance of this RFQ in no way obligates Venture37 to award a contract or purchase order and offerors will not be reimbursed for any costs associated with the preparation of this quotation. All preparation and submission costs are at the offeror’s expense.
• All offerors have a right to make a visit in Nyamasheke and Nyamagabe OX stations and ask any questions related to specifications before they submit their offer. Feel free to contact our office on any queries related to this RFQ
