Background of the Project
In 2018 Mastercard Foundation launched Hanga Ahazaza, meaning ‘create the future’ in Kinyarwanda, a program aiming to equip 30,000 young men and women with customer service, ICT, and digital literacy skills, and provide on-the-job training and opportunities for employment. The initiative will also support small businesses in the tourism and hospitality sector through increased access to financial services and business development skills so they can create more employment opportunities for young people. It is a consortium of partners from the education, development, and private sectors.
The Mastercard Foundation commissioned Dalberg to serve as Hanga Ahazaza’s Strategy and Learning Partner. In this role, Dalberg works across consortium partners to ensure smooth communication, collaborative execution, and continuous programme learning and subsequent improvement.
Job Description and Responsibilities
The Strategy & Learning Coordinator will play a key role in ensuring the success of the Hanga Ahazaza program. The role will report to Dalberg’s Kigali Office Director and the successful candidate will be full member of the Dalberg’s Rwanda team. The Coordinator will also work closely with Mastercard Foundation’s Kigali and Canada based teams.
The job will include the following tasks:

  • Support the planning and execution of regular theamatic working groups with Hanga Ahazaza partners on topics such as youth, employer, and government engagement; research, data, and learning; and events and public communication
  • Work wihtthe Foundation to develop and manage a platform for internal project communication, whereby Mastercard Foundation and Hanga Ahazaza partners can share and access information with one another
  • Support Mastercard’s Hanga Ahazaza Program Manager to sequence and respond to questions and requests from program partners and to mantinan overall control of communication with government and external stakeholders
  • Maintain a calendar for partners of all internal and external events related to Hanga Ahazaza
  • Support Dalberg consulting teams, on a semi-annual basis, to collect performance data from Hanga Ahazaza partners, analyse data, and prepare program strategy reports
  • Working with Dalberg consulting teams, provide support as required to partners to implement strategic recommendations or to work through program challenges
  • Provide technical assistance to partners as necessary in the process of monitoring their performance and reporting their impact
  • Support Mastercard Foundation and Dalberg teams in conceptualizing rigous research or evaluations and liaise with service providers who may be engaged to execute them
  • Working with the Foundations communications team, write blogs and articles focused on sharing learnings from the Hanga Ahazaza in the public domain
    Successful Applicant’s Profile
  • Minimum of a bachelor’s degree (master’s degree preferred) from a top university with at least five years of professional experience
  • Understanding of the employment challenges facing Rwandan youth and desire to be part of the solution
  • Experience in monitoring, reporting and quantitative analysis
  • Experience working with multi-stakeholder projects or programs in the past
  • Good communication, interpersonal and presentation skills
  • Excellent judgment with the ability to skilfully manage sensitive situations and confidential information
  • Self-motivation, a strong work ethic and enthusiasm for change
  • Previous communication, research and/or monitoring and evaluation experience is preferred
  • Exemplary English skills a must
