Social Development in Rwanda

Rwanda has been on a strong growth trajectory since the start of its economic recovery after the genocide in 1994. This has translated into considerable improvements in well-being, including for the poorest. Rwanda is a country with a strong legislative environment to prevent discrimination and exclusion and is highly regarded and recognised for its commitment to gender equality and progressive gender legislation. However, there is still much to be done to ensure that the poorest and most marginalised are included and benefit equally from policies and programmes and to strengthen the participation of citizens and civil society in decision making. Over 60% of Rwanda’s 12m people live on less than $1.90 per day and 54% live in multidimensional poverty. The country ranked 159 out of 186 countries in the Human Development Index 2016 and social and economic inequalities are amongst the highest in the region.

Purpose of the Job

DFID Rwanda is looking for an enthusiastic and self-motivated social development adviser (SDA) to help take forward an exciting portfolio with a strong focus on Leaving No-one Behind. The successful applicant will sit in the Social Sector Team (reporting to the Team Leader in the first instance).

The post holder will coordinate and steer a major office priority as the lead of DFID Rwanda’s Leave No One Behind work across a range of social development priorities in a politically charged and dynamic social context. The post holder will work alongside an experienced senior social development advisor (A1) as well as a social development adviser (A2).

Key Responsibilities and Accountabilities

  • Effectively lead and coordinate DFID R’s work on Leave No One behind, including delivery of the Annual Action Plan and related work around disability and safeguarding; social/development policy and planning. (DFID Rwanda is one if four LNB Trailblazer Country Offices in DFID).
  • Work closely with the A2 SDA to provide strong and well-timed advisory and management inputs into DFIDR’s Social
  • Protection and Adolescent Girls programme, including working closely with relevant centrally-managed programmatic, research and policy initiatives.
  • Contribute to the Social Sector Team’s programmes and strategy, working to create linkages between programmes and objectives as needed.
  • Deliver cross-cutting SD advice and provide support to other DFIDR programmes and wider HMG work on social development and inclusion - taking a lead in building stronger links with the Economic Growth Team.

Minimum Experience and Qualifications

  • Minimum of a Masters level degree or equivalent level of academic and professional experience
  • At least three years’ experience working within social development related disciplines.
  • Strong and confident communication skills, particularly in high level discussions;
  • Very strong organisational and time management skills;
  • Experience of project management, project monitoring, log frames and M&E
  • Knowledge of the aid effectiveness agenda and the international development system

  • Integrating analysis into DFID Rwanda’s programming, policy and communications to help deliver strong evidence-based engagement on social inclusion.

Social protection

  • Support, and where necessary, deputise the SRO for the Social Protection programme; grasping a complex government-led programme including cash transfers, public works and shock responsive approaches.

Social and political analysis

  • Being aware of and responding to the politics around social inclusion and economic growth in Rwanda, and working effectively to develop and present analysis and interventions.
