Tender Title: Request for the services to review the RWVCA instruments 

Procurement Approach: Individual Consultant

Background:

Rwanda Wood Value Chain Association (RWVCA) is a membership-based association created by private companies and cooperatives operating in the six core functions composing wood value chain. RWVCA is mandated to support the members’ business under the Made in Rwanda brand to be competitive to the local, regional and international market. RWVCA constitutional laws were approved and published in the Official Gazette n° 31 of 12/10/2020.

The vision and mission of RWVCA is to support the member businesses in wood and wood products under the Made in Rwanda Brand to be competitive on the local, regional and international market. To achieve this vision, there is a great need of high collaboration among the key players in the wood sector to collectively find solutions to the challenges faced by the sector.

To achieve the above, the Executive Committee is an apex advocacy body of private companies and cooperatives operating in the six core functions composing wood value chain. It plays a critical role of unlocking all those challenges within the wood value chain and advocate for conducive business environment by promoting sustainable wood sector driven by growth.

Objective of the assignment:

The main objective of the assignment is to review and suggest practical changes in the operating instruments and tools for Rwanda Wood Value Chain Association to enable the Executive Committee as well as Permanent secretariat discharge its responsibilities to the benefit and expectations of the association. Through this consultancy, it is expected to explore all the missing links to enable Exco to deliver on its five core service areas such as: Advocacy, Capacity building/Training, Business Development, and Market information.

The proposed enablers and facilitation will have to be embedded in the Statute, Internal rules and regulations and the plan and budget for the association. The updated instruments and tools shall be subjected to the approval of the competent authority of the Association prior to its implementation.

Scope of Work:

Under the direct supervision of the Executive Director of RWVCA, the Consultant will undertake the following tasks:

  • Review all official documentations including the Statute, Internal and regulations, and Internal Procedural Manual to establish areas that require improvements for better functioning of the Association.
  • Review the duties and responsibilities of the Board/Executive Committee and that of the Permanent Secretariat.
  • Establish an elaborative planning and budgetary framework for the association in line with the core five service areas of effective advocacy, capacity building/training of members, Business development and Market information.
  • Support in the development of a robust and granular budgetary statement. This should clearly define budgetary sources of finance and their application. A strong link of Budget application or spending should be drawn along the service delivery of the association.

The Consultant will be required to work closely with the Executive Director of the Association for clear strategic insights of the assignment.

Key Deliverables:

Key results/Deliverables and deadlines include:

  • Revised Internal Rules and Regulations: Ensuring full alignment with the RWCVA statute and bridge gaps identified by including those elements that would facilitate both the EXCO and Permanent Secretariat to perform to be expectation of the Association. Ensure that the rules and regulations are customized with the Statute.
  • Revised RWCVA Internal Procedures Manual: This manual is expected to provide a comprehensive framework for the association's operations throughout the various departments emphasizing transparency, efficiency, and adherence to ethical standards. The assignment’s objective is to detail every aspect and provide a guide to staff. The assignment will ensure full alignment with the revised Rules and regulations as well as RWVCA's Statute and fostering trust and accountability among members, partners, and stakeholders.
  • Plan & Budget Templates:These are templates that will be used by the Permanent Secretariat in their subsequent planning and budgeting process.

This will clearly define the priority set of activities under each core service provided by RWVCA. The revised budget shall be able to capture new budget sources of finance and strategic planned expenditures in a more standardized manner (budget votes, budget line items, Activities, Sub-activities, etc..). 

Requirements for the Consultant:

The Consultant must meet the following criteria:

  • Hold a master’s degree in finance, Economics, Accounting or Business-related studies. Provide notarized copies of academic qualifications.
  • 10 and above years of relevant experience with sound skills in planning and budgeting processes of established entities or projects.
  • Experience in Corporate Governance with sound understanding of different governance frameworks. Having served on Boards and Task Forces of different institutions in Rwanda.
  • Provide a valid/latest Tax Clearance Certificate issued by RRA.
  • Provide a valid Criminal Record Clearance issued by NPPA.
  • Be fluent in written and spoken English. Knowledge of Kinyarwanda is a plus.

Submission of bids

RWVCA now invites eligible individual consultants to submit their technical and financial as one proposal as detailed below:

Technical & Financial proposal: Describe in brief how you intend to approach the assignment and timeline for the tasks to be performed (2 page maximum), CV describing skills, experience and competence related to the task (5 pages maximum), Notarized copies of academic qualifications, National ID, Valid Tax Clearance issued by RRA and valid Criminal Record Clearance issued by NPPA. Financial quote (1 page). Overall, the proposal that combines both technical and Financial Proposals shall not exceed 15 pages in total including administrative documents required.

The successful Individual Consultant who meets the above requirements will be invited to negotiate a Service Order for the current assignment immediately. The RWVCA will further negotiate a framework contract for implementation/Management Support going forward.

Duration of the assignment:

The duration of the consultancy service is 20 Calendar days from the date of Contract signing.
