Rwanda Revenue Authority is seeking to recruit self-motivated, qualified persons of high integrity
to fill the following positions.

Senior Public Relations Officer
Objective
Under the supervision of the Head of Media & Customer Relations Division, the Senior Public
Relations Officer develops public relations/communications strategies and implements the
corresponding tactics that build and maintain an organization’s favorable image with the public and
support the RRA’s strategic and communications goals.

Main duties and Responsibilities
• ✓ Assume all responsibilities related to public relations writing, which includes but not limited to
• writing announcements, talking points, and speeches for spokespersons and concept papers;
• ✓ Develop press kit materials for media outlets, including press releases, images, pitch letters,
• case studies, feature articles, and trend stories;
• ✓ Organize community outreach programs and corporate sponsorships to promote an
• organization’s goodwill amongst its stakeholders and the community where we operate;
• ✓ Monitor media coverage of RRA, analyze RRA’s communications, advertising programs, and
• external media publications, and ensure that they are all in line with RRA wish image. Produce
• related reports;
• ✓ Possess an oversight and provide hands-on assistance/management on digital communications
• activities;
• ✓ Build and maintain healthy relations with stakeholders and work closely with the media team
• to ensure healthy media relations;
• ✓ Facilitate the ticketing, protocol, and delegation handling and assist the event management
• team
• ✓ Conduct RRA brand communications audit in order to identify performance gaps and solutions
• to business problems, and to recommend innovations to improve business communications and
• PR operations;
• ✓ Assist in the review of communications and public relations- related policies, strategies,
• processes, and systems typically through analysis and strategic thinking;
• ✓ Perform protocol event management functions;
• ✓ Assist in the planning, organizing, and logistical execution of specific official visits as may fall
• within your area of responsibility;
• ✓ Perform preparatory work for meetings between senior personnel of RRA and representatives
• of foreign governments, external agencies, and other ministries/departments and write followup reports as required;
• ✓ Perform other related duties as required.

Qualifications, Skills, and competencies
• Bachelor’s degree with Honours in Mass Communication, with Honours in Journalism, Arts
• in Mass Media and Communication, Arts in International Relations and Diplomacy or
• Public Relations with at least 2 years of work-related experience;
• Familiarity with broadcast and multimedia skills;
• Very good internet and MS Office package skills;
• Excellent interpersonal skills;
• Analytical, communication, and decision-making skills;
• Demonstrated good language skills in English and Kinyarwanda – French is an added
• advantage;
• Ability to simplify technical terms into an easy-to-understand language;
• Good familiarity with broadcasting tools and equipment such as photo and video cameras,
• software such as adobe suite, and branding items;
• Multitasking, photography and videography, communications, and customer care skills;">
