Purchase of Toyota Land Cruiser 76 Hardtop 

1. Background

The Institute for Community Based Sociotherapy (ICBS) is a Non-Governmental Organization (NGO) registered in the Netherlands. The institute works as a global expertise network, uniting professionals, and organizations from different parts of the world that implement community-based sociotherapy (CBS). CBS has been developed in 2005 in Rwanda, as an integrated Mental Health and Psychosocial Support (MHPSS) and Peacebuilding (PB) approach.

ICBS is working with a bilateral donor to implement the ‘CONNECT project’. This project aims at the scaling up the CBS approach in the Great Lakes Region. The project will be implemented by a consortium of four organizations: ICBS in partnership with Community Based Sociotherapy Rwanda (CBS Rwanda), the Anglican Church of Rwanda, Byumba Diocese (E.A.R. Byumba) and Transcultural Psychosocial Organization Uganda.

2. Objectives

The car will be used by ICBS during data collection, monitoring and evaluation, travel to the field in Rwanda and neighboring areas bordering DRC, Uganda and Burundi for the coordination of the CONNECT project implementation.

3. Requested item

ICBS Invites all interested and eligible bidders to supply one new Toyota Land Cruiser 76 Hardtop 10Seater, 5 doors, Model: HZJ76L-RKMRS SFX: A1 with the following general Specifications:

ICBS also requests the bidder to provide a quotation for the spare parts of the Toyota Landcruiser as specified. The spare parts are outlined in the overview below, and the quotation should include price per unit.   

4. Cost of Bidding

The bidders shall bear all costs associated with the preparation and submission of his/her bid, and ICBS shall not be responsible or liable for costs incurred regardless of the conduct or outcome of the bidding process.

5. Language of Bid

All documents relating to the bid and contract shall be in English.

6. Call for Technical Proposal

The technical proposal shall comprise of the following:

1. The bid response letter signed by representative of the bidder company.
2. A company profile. 

7. Call for Financial Proposal

Bidders are to include the following in their financial proposals:

• The price of vehicle and delivery schedule.
• Copy of trading license.
• Tax clearance certificate.
• Detailed technical specifications of the vehicle to be supplied.
• Certificate of warranty and after sales service.
• At least 3 previous vehicle supply completion certificates.
• Validity of the offer should be a minimum of 45 days.
• The invoice shall be produced through electronic billing machine (EBM). 

8. Currency of Bid

The unit rate and price shall be quoted by the bidders entirely in Euro. 

9. Terms of Payment 

The terms of payment shall be agreed upon between ICBS and the supplier and indicated in the contract between both parties.  

10. Submission Process  

• Technical and Financial bids must be submitted to: tender@icbs.ngo
• The e-mail subject line must be indicated Toyota Land Cruiser 

11. Deadline: 

• All proposals must be received by or on the 7^th March 2024.
• ICBS may extend the deadline for submission of bids, issuing an amendment in which case all rights and obligation of ICBS and the bidders previously subject to the original deadline will then be subject to the new deadline.
