(Phase 2 Pilot): Illuminating Small-Scale Mining in Rwanda (ISMR)

1. Project Overview

The Illuminating Small-Scale Mining in Rwanda (ISMR) project shines a light on some of the world’s most marginalized and hidden mining workforce by addressing key market system failures that leave many of Rwanda’s ~57,000 artisanal and small-scale mining (ASM) workers without affordable and appropriate lighting needed to work below and above ground safely, efficiently, and productively. Pact’s ISMR project is introducing rechargeable headtorches to replace disposable battery powered hand torches that are unpractical and break-easily, with the with the aim of improving occupational and personal safety of women and men, security, and productivity of Rwanda’s mining sector.

By introducing helmet mounted headtorches recharged by solar energy or through the national grid connection, ISMR will help achieve the twin program goals of:

  1. Improved, more resilient livelihoods for miners and communities.
  2. Sustainably and responsibly mined tin, tungsten, and tantalum (3Ts) that are critical materials for the manufacture of consumer electronics. Undertaken in partnership with IKEA Social Entrepreneurship, the Phase 1 research engaged 454 stakeholders, including a quantitative and qualitative survey with 348 people across 39 artisanal and small-scale mining sites, testing of four existing torch options at one mine, and a multistakeholder workshop in Kigali to share findings. Based on this in-depth research, ISMR is now in Phase 2, piloting headtorches and recharging systems to make them accessible and affordable for miners and communities.

2. Objectives

This document outlines the scope of work for videography and photography services to be provided by an external service provider for Pact on the ISMR project.  Objectives:

  • To create high-quality videos and photos that meet or exceed Pact’s standards.
  • To capture professional quality videos and pictures for use on Pact’s platforms including social media, websites, and marketing materials
  • To capture footages that send a clear message of ISMR’s objectives and achievements.
  • To highlight the project’s key features and products in a creative and engaging manner.

3. Scope of work

3.1. Pre-production phase:

  • Collaborate with Pact to understand ISMR’s requirements and goals.
  • Develop a detailed production plan.
  • Coordinate logistics 

3.2. Production phase:

  • Capture high quality videos and photos of specified moments during ISMR execution phase.
  • Ensure effective communication and collaboration with Pact ISMR team and any other stakeholders.

3.3. Post-production phase:

  • Video and photos edit footage to create a cohesive and engaging narrative.
  • Incorporate Pact’s feedback and reviews.
  • Add relevant graphics, music, and effects to enhance the overall production value.
  • Provide Pact with a draft version for review and approval.

3.4. Deliverables:

  • 6 short videos of key moments in ISMR’s life cycle namely:
    • Baseline assessment activities
    • Equipment installation process and equipment in use
    • Sensitization workshops with miners and the community
    • Interviews with key stakeholders and partners
    • Endline assessment activities
    • End of project workshop

(Each video delivered to Pact shortly after concluding the specified activities)

  • A full video (up to 10 minutes) that professionally combines the 6 short videos of key moments in ISMR’s life cycle and portrays its achievements.
  • A highlight of the full video (up to 1 minute) used for branding and marketing purposes.
  • Produce the final story.
  • Professionally cleaned pictures of key moments of ISMR’s life cycle used for branding and marketing purposes.
  • A folder containing all the pictures and videos captured during the ISMR life cycle.

4. Proposed timeline

The ISMR project started in October 2023 and is set to end in December 2024. The video and picture production services shall be needed from January to October 2024. The service provider is expected to have delivered all the materials to Pact by the last week of October 2024 to be used during the conclusive workshop planned in November 2024.

5. Other requirements

  • Candidates for the tender must provide a sample of their previous work for Pact to review image and video quality.
  • The hired company must request written consent (using Pact’s template) from external people before taking pictures or videos of them. Any pictures or videos taken without consent from the model shall not be accepted by Pact.
  • The hired company must ensure that any music used in the video production is not subject to any copyrights.

TENDER SUBMISSION
