Background
Interpeace’s Strategic Partnerships and Communications Unit (SP&C) is overall responsible for the strategic positioning of the organization towards partners and the general public, enabling the organization to better mobilize the resources, knowledge and political momentum required to achieve its mandate. Interpeace’s SP&C Unit is responsible for: 1) developing, maintaining and enhancing strong strategic partnerships with governments, international organisations, and other key partners, and 2) leading the organisation’s external communication efforts by developing and implementing strategies and plans, coordinating across units and offices, as well as providing editorial and technical capacity support. The unit is currently developing its Communications Strategy 2022 – 2023.
Interpeace seeks to hire an independent service provider to deliver upon demand English to Arabic translation services. This include, but is not limited to:
• Institutional descriptors.
• News and web stories.
• Briefings, articles, press releases, video subtitles.

Preparation and Submission of Proposals
Interpeace invites qualified service providers to submit a bid to provide the services described in the attached Terms of Reference, and which form an integral part of the present Request for Proposal (RFP).
The Bidder shall bear all costs associated with the preparation and submission of its proposal, and Interpeace shall not be responsible or liable for those costs, whether direct or indirect, regardless of the conduct or outcome of the RFP, nor if the RFP is cancelled, altered or postponed for any reason. This includes, but is not limited to, any and all costs incurred for pre-proposal clarifications, oral presentations, site visits, and subsequent meetings and negotiations.
All offers shall be prepared in English. Offers shall comprise the following documents:

1.Technical Proposal
The Terms of Reference (ToRs) of the services requested by Interpeace can be found in Annex A. The technical proposal should include the following information:
1. A list of experience in providing translation services to international organizations and other similar clients in the past 5 years.
2. A description of the provider’s professional background and technical ability to produce and deliver high-quality translations from English to French. This includes providing samples of the translator’s latest work. Examples of translated content about international affairs, peace and security, human rights, etc., will be an asset.
• A copy of formal professional certificates obtained by the provider and/or those staff members who are likely to be responsible for service delivery.
• A written test will be provided to the accepted proposals.

2. Financial Offer
This must contain an all-inclusive offer of the translation rate in US Dollars per 100 words.
The cost of preparing a bid and negotiating a contract, including any related travel, is not reimbursable nor can it be included as a direct cost of the assignment.
All offers to provide the services described in this RFP must be submitted by e-mail to Emilio Congco, Interpeace’s Communications Officer (congco@interpeace.org) by 20 February 2021. All submissions must indicate “Offer for English to Arabic translation services” in the subject line.
Participation in this RFP indicates acceptance of the terms and conditions provided.

Annex 1 Terms of Reference
Subject: English-Arabic translation services
Main tasks and responsibilities
The translator will undertake the following duties and responsibilities:
• Make written English-Arabic translations of content already published on Interpeace’s website and submit translations in word processed documents;
• Proofread and edit all translated content;
• Incorporate suggested changes to the translation;
• Ensure accuracy of the terms and terminology used in the translated content;
• Ensure that the translation is written with style, correct grammar and spelling.

Contract modalities
Status

1. The selected provider will be granted a status of “preferred provider” as per Interpeace’s procurement manual.
2. Upon requests from Interpeace’s Strategic Partnerships and Communications Unit, the provider will be contracted for the delivery of translated content from English to Arabic as specified and commonly agreed upon on a case-by-case basis and in accordance with the financial offer submitted in this RFP.

Reporting and coordination
3. The service provider will report to the Global Communications Manager. S/he will coordinate on a case-by-case basis to define the scope of required deliverables and respective timeframes.

Invoicing and payments
4. Together with its monthly invoice, the service provider will submit a short summary of tasks and deliverables completed together with a timesheet;
5. Invoices will be processed within one week after submission.

Required Qualifications And Skills
• Arabic native speaker.
• At least ten years of professional experience translating from English into Arabic.
• Proven understanding of terminology commonly used in areas of international affairs, humanitarian aid, peace, security, human rights and development.
• Capacity to deliver high quality work within tight deadlines
