Background 

Techno Serve received funds from the Swedish international development agency to implement a Regenerate project which is being implemented in consortium with Cordaid and Techo serve is a lead

applicant. TechnoServe Inc, is an independent, non-governmental organization providing professional support to entrepreneurial men and women. TechnoServe’s mission is to help entrepreneurial men and women break

the cycle of poverty by building businesses that create jobs, income, and economic opportunities for their families, their communities, and their countries.

Re Generate Rwanda is 5 years’ program funded by SIDA to sustainably increase incomes for 30,000 women, youth, and men living in poverty in Western and Southern Rwanda. Using a market systems development approach, this five-year program aims to identify, catalyze, and scale up systemic solutions to reduce poverty, advance gender equality, regenerate the environment, and increase resilience

Scope of Work 

The audit will cover all programs implemented in the period of review which is 1st January 2023 to 31st December 2023.

The audit should cover the following: 

• The Statement of Financial Position and the Statement of Income and Expenditure for the period stated above,
• The underlying financial records and documents for the same period,  
• The entire systems of accounting and internal control, 
• Donor contractual agreements, compliance with statutory returns among others  
• Human resource and operational aspects/control environment 

In addition to the financial audit, the audit firm will assist TNS in filing its income tax return and any related appendices as provided by the applicable laws and regulations.

The objective is to audit the financial report for the period November 1st 2022 –December 31st 2023 as submitted to Sida and to express an audit opinion according to ISA, applying ISA 800/ISA 805, on whether the financial report of ReGenerate Rwanda is in accordance with the Cooperation partner ́s accounting records and Sida’s requirements for financial reporting as stipulated in the agreement including appendices between Sida and Cooperation partner (Agreement).

Deliverables 

The auditor is expected to produce the following deliverables and those mentioned in the attached Annex D Terms of Reference of SIDA’

standard terms of reference for annual audit: 

1. The Annual statutory audit report containing the auditor’s independent opinion on the financial statements and,
2. The Management letter spelling out each audit finding, the risk it pauses to the organization, the appropriate auditor’s recommendation and the management’s Each finding should be properly categorized as ‘High Risk’, ‘Medium Risk’ or ‘Low Risk’.

Additional Information 

• Proof of experience with audits/verifications in Rwanda. 
• Proof of registration with ICPAR
• Proof of experience with audits/verifications of NGO sector in Rwanda.  
• Sufficient knowledge of relevant laws, regulations and rules in Rwanda. This includes but is not limited to taxation, social security and labour regulations, accounting and reporting.
• Fluency in English and Kinyarwanda.
• A good knowledge of French is required. 
• Proof of RRA and RSSB clearance certificate.
• Proof of VAT CERTIFICATE  
• Proof of registration certificate confirming legally registered in Rwanda.

Contain a detailed cost with applicable taxes and other charges clearly identified. Provide requested payment terms and conditions.

For quotes from a firm, provide a brief outline of the company and services offered, including the company's full legal name and address, the jurisdiction of incorporation, the full legal name and country of citizenship of the company's owners/principal officers, and the year the business was established.

If a consortium of firms or a team of consultants submits a quote jointly, the above information should be provided for each member of the team.
