Request For Proposal For Provision Of Recruitment And Selection Consultancy Services To Muganga Sacco

To address constraints hindering the quality of health services in Rwanda, the Government of Rwanda recommended the Ministry of Health to define strategies to motivate and retain health professionals in the public sector.
The Ministry of Health has identified the Health Sector Staff – Mutual Aid Group (HSS-MAG) among the multidimensional strategies that can be implemented to incentivize and retain health professionals in public health facilities in Rwanda. In 2017, the HSS MAG registered as a tontine for health sector staff, with the primary objective of improving their socio-economic conditions and promoting access to finance, by assisting staff to make savings and access low-rate loans.
HSS-MAG has grown and shifted from the status of operating informally as a tontine to a formal microfinance institution, particularly, a Savings and Credit Cooperative (SACCO) and it is named “Muganga SACCO”.
Muganga SACCO has members in all districts of the country. The SACCO’s members are health sector staff from all hospitals and health centers in their catchment areas and all institutions affiliated to the Ministry of Health. The SACCO’s vision is “to be the leader in the provision of financial products, services and solutions to the health care professional; contributing to their sustainable development and work retention”.
To properly fulfil its mandate, HSS-MAG/Muganga SACCO wishes to conduct the staff recruitment business through a highly qualified consultancy firm on an annual framework basis subject to renewal depending on the client’s satisfaction.
Submission Procedure
The prospective bidders will obtain the Request for Proposal document from the HSS-MAG office, Ministry of Health building, 2nd floor, Street No: KN 3 Rd, from 8th February 2022 upon payment of a non-refundable fee of Ten thousand Rwandan francs (Frw 10,000) on account No. 583427377560155 of HSS-MAG opened in BPR.
