Brief Description Of The Assignment: The goal of the assignment is to provide full scale video production services including commercial videos, promotional videos, documentaries, event highlight videos, animated videos, and any other video styles upon request to Rwanda Finance Limited in support of all its marketing and promotional efforts.

Assignment Description
The service provider will be expected to deliver video production services (script writing, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work, infographics, animations) according to KIFC standards and brand guidelines. All videos produced must be of the highest quality. The optimal standards are: 1080 25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080; and in several types of videos such as: video commercial, highlight video for social media, interviews, full event videos.
The service provider should demonstrate capacity to produce professional videos by including CVs and responsibilities of the production house and team, as well as its experience, the key people to be engaged in the production of the assigned project. The contractor should present a portfolio, including work samples demonstrating most relevant previous productions. Detailed project plans and timelines for all phases in pre-production, production, and post-production with a detailed break-down of all estimated costs, including estimated days of shooting, production team, days of editing, travel costs, music, etc according to the type of video (commercial video, highlight video, documentary, animated video.)

Scope Of Work And Expected Deliverables
The services to be provided under the assignment include, but not limited to:
• Taking pictures during major KIFC events and when needed.
• Recording & Live streaming during events.
• The service provider shall use their own HD quality video camera and professional editing software to edit the footage in line with scripts approved by RFL Marketing and Communication department and produce a professional quality package / report / video commercials of broadcast quality.
• Record and edit narration / voice over where needed according to guidance from RFL Marketing and Communications department.
• Embed sub-titles in the video as needed.
• Audio balance the final product and convert it in formats for use on TV, radio, web.
• Clearly identify location, names, quotes, and any relevant details.
• Include appropriate KIFC branding and crediting of KIFC ownership for the produced videos.
• Archive the edited output and raw footages in an external hard drive.
All activities and deliverables undertaken by the service provider shall be discussed and planned in consultation with RFL. The service provider is expected to deliver each component of the workplan electronically.

Reporting Line
The service provider will report to the Chief Marketing Officer and work closely with the Multimedia & Digital Production Officer, who will regularly communicate with the service provider and provide feedback and guidance on their performance and all other necessary support so to achieve objectives of the assignment, as well as remain aware of any upcoming issues related to contractors’ performance and quality of work.

Firm Qualifications And Experiences
The service provider is expected to possess the following qualifications:
• At least five (5) years of experience in videography/video editing, photography, animation 2D & 3D, TV production especially in documentary, recording & live streaming during events.
• Demonstrated experience of conception, production and editing of mini video documentaries and video commercials.
• Qualified crew in audio-visual and electronic media.
• Possession of and ability to work with international standard broadcast/photography equipment.
• Ability to operate under strict time limits and apply high production and technical standards for the purpose of maintaining high level of professionalism.

• User Orientation – Ability to understand users' needs and to customize services and products accordingly, to provide solutions that meet user requirements.
• Technological Awareness – Expert knowledge in the field of video production, including current and future trends.

• Letter of Interest addressed to the CEO, Rwanda Finance Limited
• Valid Tax Clearance Certificate
• Copy of Certificate of Incorporation
• Complete full address and contacts (websites, telephone number, physical office, and fax)
• Notified Power of Attorney; if the person signing is different from the one on the certificate of incorporation
• Notified copy of certificate of membership to a professional body if any

Technical Evaluation Criteria
The following criteria will be used for the evaluation of the bids.
Qualifications relevant to the assignment with at least five (5) years of experience in video production. 40%
Experience related to the assignment with at least 5 Certificates of completion. 30%
Methodology of work 30%

Terms And Conditions:
The completion of all REI requirements must be by the instructions contained in this REI. Submission to Rwanda Finance Ltd of the technical and cost proposals will constitute an offer and indicates the consulting firm’s agreement to the terms and conditions outlined in this REI. Rwanda Finance Ltd is not required to accept and/or evaluate proposals that do not conform to the instructions of this REI and, in addition, Rwanda Finance Ltd may reject all proposals and not make an award.

Rwanda Finance Ltd reserves the right to make an award without discussion and/or negotiation; however, Rwanda Finance Ltd also reserves the right to conduct discussions and/or negotiations, which among other things may require the consulting firm to revise its proposal (technical and/or cost). By submitting an offer, consulting firms agree to comply with the general terms and conditions for an award, including Representations and Certifications of compliance. Consulting firms must provide full, accurate, and complete information in response to this solicitation. By submitting an offer, consulting firms certify that they have not and will not attempt to bribe or make any payment to Rwanda Finance Ltd employees in return for preference.

Issuance of this REI in no way obligates Rwanda Finance Ltd to render an award, nor does it commit Rwanda Finance Ltd to pay any costs incurred by the consulting firm to prepare and submit a proposal. Rwanda Finance Ltd reserves the right to award a contract to one organization or to issue multiple awards based on the results of our evaluation.
