East African Community (EAC) has received financing from the African Development Fund (ADF) administered by the African Development Bank Group (ADB) toward the cost of the EAC Payment and Sordement Systems Integration Project (EAC-PSSIP) and stands to apply part of the agreed amount of this grant for payments under the contract for Conraitancy Services for Development and Dissemination of Regional Promo-tional Publicity Maurial for the East African Payment System (EAPS).

The objective of the consultancy is to develop information, dissemination and implement the publicity campaign for East African Payment System (EAPS) as the preferred mode of funds transder in the region;

  1. Raise aware about EAPS among stakeholder,
  2. Empower the stakeholders to prefer EAPS for cross border payments,
  3. Encourage Financial Institutions (FI) to promote EAPS.
  4. Promote EAPS as a fast, safe, reliable, secure, and efficient payment system,

In undertaking the assignment, the consultant shall:

  1. Define audiences, with special attention paid to demographics, socio-economic definitions, and known media use Propose suitable media to reach audiences defined in (1), with attention being paid to cost effectiveness and reach
  2. Compose key messages to be communicated
  3. Prepare the content for various stated presentations
  4. Propose design and layout of EAPS official communication and publicity materials (Press statement, posters, flyers, well banners, pull up banners)
  5. All materials should bear the proposed strap line "Cross-border Payments made easier".
  6. All materials developed need to be translated into the EAC's official languages
  7. Printing and production of publicity materials
  8. Develop standardised monitoring and evaluation instruments to assess the effectiveness of both the promotional messages and campaign. The publicity materials shall be delivered at the headquarters of each of the EAC Partner States Central Banks

The East African Community (EAC) Secretariat now invites eligible consulting firms to indicate their interests in providing these services Interested first provide information indicating that they are qualified to perform the services (company information, legal documents of the company, description of similar assignments, experience in similar projects, availability of appropriate skills among staff, etc). Consultants may associate to enhance their chances of qualification

The method of selection shall be Quality and Cost-Based Selection (QCBS). The eligibility criteria, establishment of the short-list and the selec tion procedure shall be in accordance with the African Development Fund's "Rules and Procedures for the use of Consultants (day 2008 Edi tion, Revised July 2012), which is available on the Fund's website at http://www.afh.org The EAC Secretariat is under no obligation to shortlist any consultant who appresses interest.

Expressions of interest must be delivered or emailed to the address below by Friday 28 April 2023 at 1766hrs Arusha local time and mention "Conley Saries for Development and Dissemination of Regional Promotional Publicity Material and Services for East African Pay- ment System (EAPS).
