The Refinery Health and Safety Officer is responsible for planning, implementing and overseeing Refinery's employee safety at work. This will include compiling safety programs and operationalize them to achieve and maintain the target of zero safety incidences in the Refinery. The incumbent will be required to communicate and share best practice techniques and methods of work at regular trainings and internal education programs.
General responsibilities of H&S officer in the Refinery operations:
• Implement safety protocols of work at the different refinery sectors.
• Educate the staff about the safe protocols of work.
• Provide assessment of potential risks and methods of their elimination during job performances.
• Create a plan to be implemented in order to avoid breaking health and safety laws.
Specified Description of activities on daily basis:
• Oversee and inspect equipment, installation, maintenance and hazardous material storages for potential issues before work.
• Prepare and submit safety check lists of raw materials, equipment and process materials.
• Establish a cordial and professional relationship with all refinery employees.
• Draw up H&S protocols and procedures.
• Ensure the staff follow the procedures.
• Oversee the storage of Personal Protective Equipment (PPE), issues, current situation and provide daily report of stock and amount of daily issues.
• Inspect the employees involved in work performance for proper and complete usage of PPE before start with an activity.
• Inspect the proper handling with the PPE after finishing an activity.
• Evaluate the use of PPE by each employee.
• Stop any unsafe act or process that seem dangerous or unhealthy.
• Record and investigate any incidents.
• Determinate the causes of any incident.
• Oversee the damage made and inspect the repair of the workplace that may harm the employees’ health and safety.
• Provide evaluation of making the workplace safer after certain incident.
• Provide detailed evacuation plan.
Qualifications
• Relevant Bachelor degree or an associate degree (preferably safety management, public health, engineering etc.).
• OSHA certificate or any other relevant certificate.
• Knowledge in potentially hazardous materials.
• Strong understanding of Rwanda Health and Safety legislation.
• Fluency in Kinyarwanda and good written and spoken English.
• Computer skills in Microsoft Office products and other software.
• Strong communication skills.
• Negotiation skills e.g. ability to present arguments to convince management of any need to implement an maintain safety standards that may compromise efficiency in the organization.
• Patience, diplomacy, collaboration.
• Attention to detail
• Ability to understand and analyses complex information and present them simply and accurately
