It is in this regard, that Right To Play is recruiting an independent consultant to lead the development of a teacher training competence framework for pre-service teachers or teacher training college students.
Overall Objective of the consultancy 1. To develop the Gender Responsive Play-based Learning Teacher Competence Framework for Teacher Training Colleges in Rwanda.
2. Document existing teacher -professional standards and competence framework and relate them with play-based learning methodology.
3. To lead the validation workshop with the government officials and incorporate final feedback until final REB approval.
Methodology 1. The development of the GRPBL Teacher Competence Framework for TTC in Rwanda will be informed by Right To Play’s approach to instructional design and play-based methodology as articulated by country teams/beneficiaries. The final products should be fully referenced, with content clearly linked to evidence.
2. All material shall be produced in English. The consultant will submit an electronic version in Word format, by the agreed deadline to enable copy editing and graphic design work.
3. Right To Play Rwanda will be responsible for coordinating and supporting the exercise, in coordination with the Specialist Staff from HQ office. The consultant will keep the organization up to date throughout the project delivery and agree on changes to the methodology where appropriate.
4. The consultant is requested to propose their own methodology and/or approach for how they will complete all the key outputs with Right To Play.
5. All material developed for this consultancy must be gender, age and ability sensitive, and child participatory through play-based learning methods.
Anticipated Activities1. Develop a brief inception report (3 page maximum) with a work plan, outlining the methodology for each deliverable. The work plan must include estimated timeframe for each deliverable. The methodology and timeframe will be shared and agreed upon with Right To Play before the beginning of work.
2. Participate in the initial briefings with Right To Play to ensure that the consultant is clear on the expectations of the project deliverables.
3. Orientation to Right To Play methodology and programmatic approach including a review of relevant GRPBL core competence resources and documents.
4. Timely submission of draft components to Right To Play for review and integrating discussion and input from the team through debrief before final completion.
Deliverables 1. Inception report detailing work plan and methodology.
2. Documentation on existing Rwanda Teacher professional standards and framework in relation with the current RTP Teacher Competence Framework.
3. Documentation on Gender Responsive Play based Learning key competences for teachers from the framework that will apply to pre-service teachers.
4. Draft GRPBL competence framework document for pre-service teacher competence.
5. Validation workshop for the Teacher Competence Framework with Government stakeholders and buy-in of the Rwandan Government.
Reporting Line and Logistics1. The consultant shall work under the supervision of the Right To Play Training Officer
2. Members of the Global Program Development team will have an advisory role in finalizing the work under this consultancy.
3. The consultant(s) and the relevant Right to Play project team will meet as per agreed timings at various stages of the consultancy.
Period of Engagement
The task is expected to be completed within 30 working days from the date of award of the assignment.
Skills and Experience • A good understanding of Rwandan pre-service teacher professional standards, curriculum, and syllabus.
• Comprehensive knowledge of current learner centered instructional theory and principles applicable to play based learning methodology in TTCs.
• Willingness and flexibility to work within the required deadline.
• At least 4 years of previous experience working with or on Play based learning program.
• Demonstrated experience in developing Gender Responsive Play Based Learning.
• At least a PHD holder in education, curriculum development, or related field
• Background in developing teacher professional standards, tool kits and guidance on competence Based Curriculum, training resources including curriculum, syllabus, and content.
• A good understanding of teacher quality standards and competence for Teacher Training Colleges in Rwanda.
• Experience in teacher professional development programs in Rwanda
• Previous experience with Play based learning
• Willingness and flexibility to work within the required deadline.

• Sample of work that is relevant to the consultancy, including training material, resources or tool kits completed within the last 3 years (to be treated as confidential and only used for the purposes of quality assurance).
• Proposed technical proposal and budget that includes the daily rate and the total number of anticipated days, as well as all taxes liable to be paid.
• Two references, including one from your last client/employer.
