Introduction
The clubfoot program began as a part of CURE International in 2006. Since its beginning, it has grown to programs in Africa and Latin America enrolling more than 135,000 children for clubfoot treatment. In 2018, CURE International decided to spin off the clubfoot program due to the programs, size, budget, and scope being largely outside the CURE hospital network. In response, a new nonprofit corporation, Hope Walks, was formed to take over ownership of the Africa and Latin America clubfoot programs. In June 2019, Hope Walks assumed independent ownership, management, and financial support of the clubfoot program in Africa and Latin America. Hope Walks has developed a unique Christian model of working with partners at various levels to provide quality treatment for children with clubfoot, demonstrate the love of Christ, and care for children and families. Hope Walks currently has more than 135 partner clinics in 16 countries throughout Latin America and Africa with a reputation for excellence and integrity. It has defined Key Performance Indicators (KPIs) to monitor outcomes and the quality of its work.
The Cure Clubfoot program started in Rwanda in the year 2009, and registered with the MOH in 2013.Hope Walks Rwanda was formed and registered with the Ministry of Health in 2019. Since its inception, it has treated more than 6,600 children born with clubfoot. Under the Cure Clubfoot program, there were 23 clinics, which were then reduced to 13 clinics when Hope Walks was formed in 2019, mainly due to budget constraints. However, 3 of the clinics (Nemba Clinic, Kirehe clinic, and Kigeme clinic) that were previously supported by Cure Clubfoot continue to operate without any support from Hope Walks, while the 6 other clinics that stopped receiving support refer patients to Hope Walks.
The Burundi Clubfoot program was started in the year 2011 with RCPHB (Réseau des Centres des Personnes Handicapées du Burundi) as the Implementing Partner and operates 9 clinics in total. Since its inception, the Burundi program has treated a total of 3,753 children. Burundi, more than any other program of Hope Walks, reaches nearly 70% of all children born with clubfoot in the country.
While Hope Walks has instituted a sound monitoring system that includes both clinical and counseling KPIs that are monitored and reported on a quarterly basis, it has never undertaken a program evaluation
Specific Evaluation Objectives:
• Determine the quality of the care and treatment provided in Rwanda and Burundi Hope Walks partnered clinics in comparison to the standards as mentioned in ACT by conducting audits in selected clinics.
• Identify factors that enable or impede the provision of good quality care and treatment in the clinics of Rwanda and Burundi programs.
• Find out the knowledge level, overall experience and challenges experienced by the parents or caregivers in accessing and adhering to the treatment protocols.
• Study the effects of Hope Walks programs on children who have completed treatment and their parents/caregivers
• Identify lessons on sustainability of clubfoot treatment from the clinics that have received support from Cure Clubfoot program in the past, but are not currently supported by Hope Walks
• Develop recommendations for Rwanda and Burundi programs in particular and for all the Hope Walk programs in general.
Expected Benefits of Evaluation
• To strengthen programs: Our goal is to improve the well-being of children born with clubfoot and their families by providing excellent quality treatment, care, and support. Program evaluation furthers this goal by providing systematic information to strengthen the programs by assessing the extent of change.
• To address real issues: Design evaluations in the real issues of different stakeholder groups important for the work of Hope Walks. This includes children born with clubfoot, their parents and caregivers, clinicians, and other staff. The primary purpose is to identify problems and opportunities, and to provide staff and stakeholders with reliable information from which to address problems and build on strengths and opportunities.
• To build ownership for HW programs: Relevant stakeholders must participate in evaluations. The best evaluations value multiple perspectives and involve a representation of people who care about the program. Participating in evaluation will strengthen their ownership for the findings and implementation of the recommendations arising out of evaluation.
• To build capacity: Evaluation should be concerned not only with specific outcomes, but also with the skills, knowledge, and perspectives acquired by the individuals who are involved with the program. We encourage ongoing self- reflection and dialogue on the part of every person involved with evaluation in order to reach increasingly sophisticated understandings of the programs being evaluated.
Scope
• Programs from their inception till date
• Both retrospective and prospective
• Children who are currently in treatment and their parents/caregivers
• Parents of children who have completed treatment (6 to 18 years)
• HW partner clinics and clinicians who currently provide treatment
• Clinics and clinicians who were partners of Cure Clubfoot, but no longer partners of Hope Walks
Evaluation Methods
• Clinic audits in selected clinics
• Focus group discussion of parents / caregivers whose children who currently receive treatment
• Interviews of parents/caregivers of children who have completed treatment
• Interviews of clinicians in the current HW partner clinics and the former Cure Clubfoot program clinics
• Review of relevant documents of HW Rwanda and Burundi
Role and responsibilities of the consultant
• Develops an evaluation design including sample sizes for different evaluation objectives, data collection methods, and corresponding tools and documentation to be used during the exercise.
• Develops a project plan with a timeline with assignment of roles and responsibilities to different members of the evaluation team to ensure that the evaluation is completed on time and within budget.
• Evaluation objective # 1 to determine the quality of the care and treatment will be accomplished through clinical audits in selected clinics.
• The Consultant is directly responsible for all the other evaluation objectives from # 2 to 6. The lead evaluator will be responsible to plan, organize, collect and analyse data. This would include enlisting data enumerators, organizing and facilitating focus group discussions, interviewing of clinicians, parents, and caregivers of children who have been treated for clubfoot and other stakeholders
• Ensures quality, reliability, and trust-worthiness of evaluation findings.
• Ensures that the evaluation is participatory and considers the perspectives and opinions of different stakeholders.
• Shares draft versions of key documents including evaluation design, and draft reports with the advisory team ahead of time for input for finalizing them.
• The final report will be in English with an executive summary. Executive summary will also be written in French to share with local stakeholders in Rwanda and Burundi.
Profile of the consultant
A consultant of this evaluation must have educational background in orthopedic or rehabilitation related filed such as Physiotherapy, Occupational Therapy, Prosthetics and Orthotics, Orthopedic surgeons with a minimum qualification of Master’s degree.
In addition, the consultant must possess the following:
• Proven experience in conducting quantitative and qualitative research
• Previous consultancies conducted in the disability field (with supporting documents)
• Expertise in disability and Rehabilitation
• Expertise in Clubfoot management
• Fluent in English and French (writing and speaking)
Duration of the consultant
The consultancy will last for 30 days.

Technical proposal
A technical proposal must include the following:
• A technical note presenting in 1 o 3 pages; the methodological approach proposed for the execution of the aforementioned duties with the plan.
• A sample of documents of similar facilitation or consultancies
• CV highlighting the experiences and skills related to this consultancy opportunity
• Certified copies of the degrees and certificates of completion of previous assignments
Financial Proposal
• The financial proposal must include:
• Cost for the service to be delivered in USD (taxes included)
• The daily rate as well as any other expenses related to the realization of the expected results
