1) Item and Quantity: One 4-wheel drive vehicles.
2) Delivery and installation point: Bidder should quote inclusive of delivery costs to Kigali, Rwanda.

4) Conformity with Technical Terms
• Your quote is for one option only per tender (either tender for the 4-wheel drive Vehicle), conforming to the attached annex, and suited to Rwandan conditions.
• A fully illustrated set of technical literature for the vehicles should be forwarded along with the offer.
• Country of manufacture, year of manufacture, and make and model vehicle must be specified.
• Source country, which means the country in which the item is available for sale. If the vehicle is not available in Rwanda, then the source country is the country from which the item is shipped to its destination in Rwanda. This must be clearly identified.
• Supplier’s facilities in Rwanda and the availability and location of in-country service and maintenance support facilities, as well as the availability of spare parts should be clearly stated.

5) Cost breakdown:
• Unit price of items delivered in Kigali.
• Total price to point of delivery in Kigali (including transportation) and any relevant customs fees
• Prices should be VAT, Excise and Import TAX exclusive (relevant documents to be obtained)

6) Price:
Price quoted in Rwf (at midrate on delivery date) must be net, less any discount offered and should include costs of transportation to specified delivery point (Clause 2).

7) Validity
Prices offered in the quotation must be firm and valid for 90 days from the closing date of the RFQ. No increase in price will be considered after the closing of the RFQ.
8) Delivery Date: The 4-wheel drive vehicle is expected to be delivered within 30 days or less. If the vehicle is not available in-stock, the state expected availability.

9) Inspection
Rwanda program staff with an appointed vehicle engineer or IT person will inspect the vehicle and laptops prior to delivery and acceptance.
10) VAT/Taxes
Rwanda program staff can provide a reference to VAT exemption. All other applicable taxes, duties, levies, export clearances/licenses in the country of origin/loading etc. shall be borne by the supplier.

11) Payment
Payment may be made within 30 days or less from the date of receipt of items, subject to installation and inspection, and receipt of all supporting documents and transfers delivered in good order by the seller.

12) Guarantee/ Warranty
The supplier shall provide the schedule of warranty/guarantee against any/all defects in workmanship and materials.
13) Bid Evaluation Criteria: Award will be made to the supplier with the highest-scoring responsive and responsible bid that meets all the terms and conditions of this solicitation. Supplier’s bids will be evaluated based on the following criteria:
• Price: 50%
• Delivery: 20%
• Warranty: 20%
• Reliability/Dependability/Serviceability: 10%
Note: The offeror should demonstrate the ability to facilitate customs and tax exoneration per USG agreement in Rwanda and the project’s tax exoneration documentation (which will be provided by Rwanda Bridges to Justice when appropriate).
14) Right to Cancel Solicitation and Reject Offers.
We reserve the right to accept or reject any offer or cancel or reissue this RFQ without assigning any reason.

• Your offer;
• Copy of this RFQ and the Annex 1 duly signed; and
• Complete technical literature for vehicle and laptops quoted, including any other important details about the product; and
• 3 signed and stamped reference from companies or institutes in Rwanda where you have supplied this kind of product(s).

16) Expenses relating to the submission of quotation
Issuance of this RFQ in no way obligates Rwanda Bridges to Justice to award a contract or purchase order and bidders will not be reimbursed for any costs associated with the preparation of this bid. All preparation and submission costs are at the bidder’s expense.
17) Confirmation: Please acknowledge receipt of this RFQ and indicate your intention to bid.
