CALL FOR TENDER: PURCHASE AND DISTRIBUTION OF SMALL LIVESTOCK AND START-UP VETERINARY KITS TO SELECTED CJC PARTICIPANTS IN NGORORERO DISTRICT

Background

The Rwanda Climate Change and Development Network (RCCDN), funded by a consortium comprising Trōcaire, the Scottish Catholic International Aid Fund (SCIAF), and Christian Blind Mission (CBM) UK, is implementing the Climate Just Communities (CJC) Program in Ngororero District. The CJC Program aims to foster sustainable development and climate justice by empowering vulnerable communities and enhancing their access to resources and services that promote environmental sustainability and resilience to climate change.

Introduction

The Climate Just Communities (CJC) Program in Ngororero District is dedicated to improving the livelihoods of vulnerable households through sustainable agricultural resources. As part of this initiative, the program plans to distribute 351 goats and 351 pigs, along with start-up veterinary kits, to the identified households. The beneficiaries include elderly groups, people with disabilities, female-headed households, youth-headed households, and other marginalized groups within the district.

Objective

The objective of this assignment is to procure and distribute small livestock (goats and pigs) and provide start-up veterinary kits to the identified households. The selected supplier/service provider will be responsible for ensuring the quality of the livestock and veterinary kits and for the timely and efficient distribution of these resources to the participants.

Specific Objectives:

  • Improve Livelihoods and Food Security:Provide a sustainable source of income and nutrition by distributing small livestock to vulnerable households, including the elderly, people with disabilities, youth-headed households, teen mothers, and the poorest families.
  • Enhance Resilience to Climate Change:Promote livestock farming as a climate-resilient livelihood option to help vulnerable communities adapt to changing environmental conditions.
  • Empower Marginalized Groups:Enable socially and economically marginalized groups to manage and benefit from livestock farming, fostering self-reliance and dignity.
  • Promote Sustainable Agricultural Practices:Integrate livestock distribution with training on sustainable farming practices, ensuring that beneficiaries can maintain and grow their livestock in an environmentally friendly manner.
  • Facilitate Community Cohesion and Support Networks:Strengthen community ties by encouraging collective management and knowledge sharing among beneficiaries, fostering a support network within the community.

Distribution Plan

The following plan will guide the distribution process:

Identification of Participants:

  • Collaborate with local leaders, community-based organizations, and social workers to identify and verify the most vulnerable households in the community.
  • Prioritize elderly people, individuals with disabilities, youth-headed households, female-headed households, and other vulnerable groups.

Assessment of Readiness and Training Needs:

  • Assess selected participants to determine their readiness to receive livestock and identify any training or support needs.
  • Provide training on basic livestock management, disease prevention, and sustainable practices tailored to the needs of each group.

Distribution Process:

  • Procure healthy and climate-resilient breeds of pigs and goats from local breeders to support the local economy.
  • Organize distribution events at accessible community centers, ensuring that all logistics, including transportation and security, are well-coordinated.
  • Provide each beneficiary with a starter kit, including initial feed, basic veterinary supplies, and an introductory guide to livestock care.

Post-Distribution Support and Monitoring:

  • Establish a follow-up mechanism, with regular visits from agricultural extension officers to monitor the health and progress of the livestock.
  • Set up a community-based support system where beneficiaries can share experiences and get advice from each other and local experts.
  • Provide ongoing access to veterinary services and additional training sessions as needed.

Impact Evaluation and Reporting:

  • Conduct periodic evaluations to measure the impact of the livestock distribution on beneficiaries' livelihoods, food security, and community resilience.
  • Gather feedback from beneficiaries to improve future programs and ensure that the objectives are being met.
  • Prepare and submit reports to stakeholders, highlighting successes, challenges, and lessons learned.

Scope of Work

The selected company will be required to:

Procurement:

  • Source and procure 351 goats and 351 pigs that meet the required health and quality standards.
  • Ensure that the livestock are healthy and suitable for the local environment.

Veterinary Kits:

Provide start-up veterinary kits for each goat and pig. Each kit should include:

  • Antibiotics (Sulfadimidine 100g)
  • Multivitamin supplements (Introvit 100ml)
  • Injectable iron supplement (Intrafer 100ml)
  • Ensure that all veterinary supplies are of high quality and newly produced (not expired).

Distribution:

  • Transport and distribute the livestock and veterinary kits to the identified beneficiaries at the cell level in Kageyo, Kavumu, and Muhanda Sectors of Ngororero District.
  • Coordinate with local authorities and community leaders to ensure the efficient and equitable distribution of the resources.

Deliverables

  • Distribution of 351 pigs and 351 goats, accompanied by the specified veterinary kits.
  • A final report detailing the procurement and distribution process, including challenges encountered and how they were addressed.

Timeline

The entire assignment is expected to be completed within 25 calendar days from the date of contract signing.

  • Increased income from animal production.
  • Production of manure for crop fertilization.
  • Increased crop production resulting from available manure for fertilization.

Tender Procedure

Reporting:

The contractor will report to RCCDN management and provide regular updates on the progress of the distribution. Any issues or deviations from the agreed-upon plan should be promptly reported for timely resolution.

Qualifications and Experience:

The company must demonstrate the following:

  • Proven experience in the procurement and distribution of livestock in rural communities.
  • CV of at least one staff member (veterinary) who will lead the selection of animals, highlighting their expertise in veterinary services and knowledge of the required veterinary kits.
  • Experience working with vulnerable and marginalized groups.
  • Ability to work within the timelines and provide regular updates on progress.

Application Documents:
The following terms and conditions shall be observed during the tendering process:

  • A commitment letter to deliver all required items within 25 calendar days after signing the contract.
  • Certificate of good standing issued by RDB.
  • A valid tax clearance certificate.
  • Proof of using EBM.
  • Two certificates of good completion for similar works (distribution of small livestock) in recognized organizations/institutions.
  • CV of at least one veterinary staff member leading the animal selection.
  • A financial proposal (quotation) including all related taxes, transportation costs (from the selling point to the distribution site), and other associated costs.

Submission Instructions:
Interested companies, suppliers, or service providers who meet the required criteria shall submit their sealed technical and financial bids addressed to the Coordinator of RCCDN. These should be submitted to the organization’s Secretariat offices, located in Muyange Cell, Kagarama Sector, Kicukiro District, no later than Friday, September 6, 2024, at 11:00 AM local time.
