Home de la Vierge des Pauvres “HVP Gatagara” is an institution working in favor of Persons with Disability. Founded by Father Joseph Adrien Julien Fraipont Ndagijimana. It started its operations in 1960 in Gatagara, the "hill of hope." It was the first and only one center for medical care, education, and reintegration of Persons with Disabilities in Rwanda. HVP GATAGARA, through its branch based in Kicukiro district, Gikondo sector intervenes in the area of special education since 2015. It offers services including a special school for learners with intellectual challenges, physiotherapy, occupational therapy, clinical psychology, social services, and other support rehabilitation services. HVP Gatagara has received funding from European Union and CBM Germany to implement a 3-years project 2020-2022 “Enhancing access to quality education, inclusion and community well-being for children with intellectual disabilities and their families in Kicukiro, City of Kigali”, starting on 10th February 2020. .
Job Responsibilities
• Responsible for the overall management of the project: planning, implementation, coordination, monitoring, project track progress, reporting of the project activities involving all relevant stakeholders.
• Participate in budget and resource allocation.
• Organizing the project field visits by the donors.
• Responsible for compliance with the EU reporting requirements.
• Collaboration with Disability People’s Organizations (DPOs) and Human Rights Organizations HROs to monitor human rights instruments.
• Development of awareness and training tools.
• Responsible for the appropriate education for children and youth with intellectual disabilities, human rights instruments promotion and monitoring.
• Responsible for the consolidation of project activity reports.
• Responsible for mutual collaboration with project partners: REB, MINEDUC, MOH, and other school departments.
• Liaise with the HVP Gatagara communication team to engage with media, develop communication materials, and provide opportunities for the public to learn more about HVP Gatagara experience.
• Management of relationships and communication with the donors, stakeholders and school clients.
• Measure the project performance using appropriate tools and techniques.
• Project staff management and capacity building.
• Participate in JADF meetings for awareness-raising on education for children with intellectual disabilities.

• Strong interpersonal and relationship management skills.
• Competent leader and team builder.
• Strong ability to collaborate with a range of stakeholders (Rwandan government institutions, civil society, and Education service providers).
• Ability to work independently and to be self-managing.
• Ability to take the initiative, prioritize work and meet deadlines.
• Ability to organize and prioritize own work with limited supervision.
• Excellent communication skills (both oral and written).
• Enthusiastic and comfortable with the use of social media.
• Capacity to effectively interact with a multiplicity of stakeholders including senior leaders.
• Experience of work as part of an international team.
• Basic financial management skills and able to work within limited resources.
• Fluency in English (both written and spoken); French is an added value.
• Computer literacy (Ms excel, word, PowerPoint, Outlook).
• The candidate will adhere to child safeguarding and gender equality principles.
Job Qualifications
• Open to Rwandan nationals only.
• At least three (3) years’ experience in project management.
• Strong knowledge of the Rwandan context with a particular focus on disability and education issues.
• Excellent capacity of spoken and written English, French and Kinyarwanda.
• Relevant university degree in Special Needs Education, Psycho-pedagogy, Psychology, Social sciences, Clinical psychology, Management, Project management, Development studies, Laws, Political sciences or related field.
• Professional experience of at least 3 years in NGO or Civil Society Organizations.
• Sound knowledge of the Rwandan cultural, economic, political, and social context.
• Knowledge of special and inclusive education
• Positive partnership experience with local and international NGOs
