TENDER TITLE: PROCUREMENT OF FIREFIGHTING SYSTEM UPGRADE AT NYABARONGO, MUKUNGWA AND NTARUKA HYDROPOWER PLANTS.

PROCUREMENT: TWO STAGE TENDERING

RESTORE FIREFIGTHING SYSTEM AT HYDRO POWER PLANTS: NTARUKA, MUKUNGWA AND NYABARONGO HPP

I. Objective

    The Contractor will assess the status of the existing firefighting systems and perform full maintenance (Replacement) for Nyabarongo, Ntaruka and Mukungwa Hydropower plants. This includes documenting a preventive maintenance plan for the new system, providing proper operation guidance of the new system, delivering timely inspection documentation. The contractor will also conduct training sessions for HPPs staff after completion of the work.

    II. Scope of the assignment, duties and responsibilities of technical company and the team

    1. Perform a visual inspection of firefighting system and fire alarm system.
    2. Analyze the status and behavior of the firefighting system and fire alarm system.
    3. Carry out necessary tests to determine behavior of firefighting system.
    4. Define necessary maintenance, adjustment to be carried out on firefighting system its ancillaries and control system (both software and hardware parts).
    5. Install, Testing and commissioning of the new systems which is user friendly and no polluting the environment.
    6. Provide operators and engineers with on-site training to allow them to operate and maintain the system independently and in safety manner On Key Features & System Overview, Installation, Programming And Commissioning, Operation and Maintenance.
    7. Prepare detailed documentation and reports at each stage of the project, including inspection reports, installation records, testing results and training logs
    8. 8 Ensure all work complies with relevant local and international fire safety regulations and standards
    9. 9 Develop a post-installation maintenance plan to ensure the long-term sustainability and reliability of the new installed systems

    III. Duration of the assignment

    The duration of the assignment is estimated at 60 negotiable working days at a rate of 8 hours a day from which 3 last days dedicated to the training.

    IV. COMPANY SHORT-LISTING CRITERIA AT ½ STAGE OF TENDERING

      i. General experience of the company or firm and documents required:

        • The consultant/bidder company should have 5 years of experience in firefighting system with at least 2 completion certificates of the work related to firefighting system.
        • Copy of company registration certificate issued by Rwanda Development Board
        • Valid copy of Social Security clearance certificate issued by Rwanda Social Security Board
        • Valid copy of Tax clearance certificate issued by Rwanda Revenue Authority.
        • Site visit certificate.

        ii. Competencies and qualification of a staff in the company/firm

        The minimum professional and technical standards required for the staff to be proposed by the company/firm are:

        • At least a bachelor’s degree in electrical, control and automation system or related area
        • Demonstrate Minimum 2 years of work experience in operation of electrical parts preferably alternator parts.
        • Has worked at least with one company to install firefighting system proven by a good completion certificate.
        • Note: Only the shortlisted companies shall be invited to present their proposals and to submit their financial proposals (Prices) for stage two.

        V. SUBMISSION AT ½ STAGE OF TENDERING

        Compulsory site visit is scheduled to take place as follow:

        • Nyabarongo Power Plant, Muhanga/Mushishiro : 16th & 17th July , 2024 from 10:30 A.M to 16h00 P.M Local time.
        • Mukungwa Power Plant, Musanze/Gacaca : 18th July, 2024 from 10:30 A.M from 10:30 A.M to 16h00 P.M Local time.
        • Ntaruka Power Plant, Burera/Kinoni : 19th July, 2024 from 10:30 A.M from 10:30 A.M to 16h00 P.M Local time.
