Project: Rwanda Soma Umenye
Project Summary
USAID Soma Umenye is a five-year USAID-funded activity that aims to improve reading outcomes in Kinyarwanda for at least 1 million children in public and government-aided schools in Rwanda. Covering all 30 districts of Rwanda and working in close collaboration with the Rwanda Education Board (REB) and the Rwandan Ministry of Education (MINEDUC), Soma Umenye will contribute to Rwanda’s Education Sector Strategic Plan (ESSP) and the Government of Rwanda’s national development priority of ensuring that Rwandan primary-grade students acquire the fundamental competency of literacy so that they can succeed in future schooling and, later, in the modern workplace.
Project goals:
Soma Umenye aims to achieve the following two goals.
• To improve reading outcomes in Kinyarwanda for at least 1 million children (unique direct beneficiaries) in public and government-aided schools in Rwanda by the end of P3; and
• To ensure that at least 70 percent of P1-P3 students are able to read grade-level text with fluency and comprehension.
To achieve the above goals, it requires close collaboration with all education stakeholders under the technical leadership of MINEDUC and REB. .

Principal Duties and Responsibilities
• In collaboration with the Director of Procurement and Logistics, develop and prepare solicitations and request for proposals.
• Compete, negotiate, and award local goods and services subcontracts as required for the performance of the contract.
• Monitor subcontractor performance in the execution of procurements to ensure compliance to terms and conditions, including deliverable submission per the due dates.
• Tailor and apply Chemonics’ subcontracting manuals and procedures as relevant for the Soma Umenye project. Ensure compliance with all relevant regulations.
• Ensure that all contract-specified subcontract related regulatory requirements and procurement regulatory requirements (e.g. FAR and AIDAR) are met in accordance with the contract terms.
• Periodically review the procurement filing system and work to ensure that the necessary adjustments are made to complete missing files.
• Liaise with and provide all necessary assistance to other procurement and logistics staff and the Director of Procurement and Logistics on issues related to the development, refinement, production, data management, and monitoring of an administrative system to track the activities and performance of subcontractors working with under the contract.
• Facilitate the prompt approval of vendor payments, updating project procurement/invoice trackers on a regular basis.
• Oversee a team of at least two procurement and logistics assistants.
• Perform any other appropriate tasks that support the overall project, as assigned by the supervisor or his/her designee.


Job Qualifications
• Bachelor’s degree and at least four (4) years of progressively responsible related experience.
• Advanced understanding of USAID procurement rules and regulations required.
• Prior international donor experience required; thorough knowledge of USAID and its contractual and reporting requirements required.
• Strong organizational and prioritization skills; excellent attention to detail.
• Strong computer spreadsheet and word processing skills.
• Demonstrated integrity and exemplary diplomatic, communication, and interpersonal skills.
• Written and spoken proficiency in English and Kinyarwanda.
