About CDP
The Center for Development Policy (CDP) is a Pan-African non-profit and non-partisan think tank that exists to contribute to the development of African countries through policy analysis and capacity building. It is against this background, CDP is organizing a training workshop on “Policy Analysis and Preparation of Policy Papers”

Course Description
Public policy analysis has been described as the art and craft of “speaking truth to power” (Wildavsky, 1987). Policy analysis aims to provide evidence-based analysis and advice to guide the development and implementation of public policy/programs — and influence the work of government agencies and other stakeholders. Policy analysis requires several distinct sets of skills: an understanding of the policy context, an appreciation for the concerns of diverse stakeholders, technical knowledge of analytical tools, and the ability to develop and communicate the preferred course of action. This course introduces the concept of policy analysis, provides practical skills and analytical frameworks for analyzing, evaluating, and communicating policy proposals to the decision-makers and other stakeholders.
Policy analysis does not end with the selection of a course of action/policy option, there follows communication of policy option. This involves different forms and techniques. In this course, you will learn different forms and techniques of communicating outputs of policy analysis. Those involved in the policymaking process will learn how to prepare and communicate policy proposals, while those involved in advocacy will learn how to package and communicate your evidence-based position to your audience.

Course Outcomes
At the end of this short course, participants will be able to:
• Understand the difference between policy analysis and scientific research;
• Understand the process of delivering to the preferred course of action/policy option during policy analysis;
• Understand different methods and techniques of policy analysis;
• Analyze issues and how to frame problems with attention to stakeholder values and interests (issue diagnosis);
• Understand the meaning and application of cost-benefit analysis and cost-effective analysis applied in the policy analysis;
• Improve analytical capabilities and learn how to apply a multi-dimensional lens to the analysis of public policy issues
• Understand how to use multi-attribute analysis to make tradeoffs between different compelling alternatives and to identify preferred policy option/s;
• Develop analytical capabilities on how to prepare a professional and compelling position paper, policy brief, and Memo that fits with the target audience;
• Develop skills and judgment capabilities as professionals in the policy world by gaining understanding with analysis, objective judgment, writing, collaboration, and communication.
• We plan to conclude the course with an open discussion with policy practitioners and policy experts in Rwanda and Africa.

Requirements
• A prior experience/expertise in policy design and implementation is needed, but not a limiting requirement
• A minimum of bachelor's degree
• Come with a laptop
• Understanding English as a language of instruction during the training workshop

Target Audience
• Technocrats (officials) in the government in charge of policy, planning and program design, implementation, and monitoring;
• NGOs staff in charge of advocacy and program design and implementation;
• Consultants who develop policies and strategies for the government and Civil Society Organizations
• Researchers and students interested in public policy and policy analysis
• Private sector organizations/firms interested in advocating for an issue in government, or other stakeholders.

Training fees:
Professionals and private individuals: 100,000 RWF per person
University students: 50% discount per person (upon provision of student ID)

Certificate:
CDP will issue completion certificates to participants who will successfully attend the course and pass the course test.
NB: At the end of the course, the trainer will deliver a test, and ONLY participants who will get at least 60% will get the certificates. Others will be advised to wait until another training opportunity for the same course becomes available which they will attend free of charge (this chance is provided only once).
