Over the past 24years, the Government of Rwanda (GoR) has developed and implemented several initiatives commonly known as Home Grown Solutions (HGS), which have been key in addressing some of Rwanda’s major post genocide challenges. These initiatives are informed by Rwanda’s local, historical and cultural values and have been central in addressing social, political and economic challenges.
In that regard, Rwanda built and acquired knowledge, expertise and good practices in these areas. As a result, for the past several years, there is an increasing interest and demand from different countries & international organizations to learn from Rwanda’s experience and many African countries are also keen to share their own experience with Rwanda, in return learn from her social-economic development model.
Rwanda Cooperation Initiative was created as a “Single Window Access” for HGS services to insure effective management, prompt response of foreign requests, and institute a cost recovery mechanism.
RCI will provide the following service categories:
• Training & Study Visits
• Advisory services
• Special project implementation.
In order to deliver on its program strategy and accountabilities, RCI is looking for skilled and competent candidates to fill the positions stated in the table below.

• Master's Degree or Equivalent in Economics, Management, Development Studies, Project Management, Business Administration with 3 years of working experience or any other relevant qualifications & experience

Job Description
• Ensure the planning process is done in a participatory approach of all the Departments
• Assist heads of department to develop systematic and realistic monitoring system that capture data to report on RCI Performance;
• Strengthen capacity of other staff members in logical framework design, and result oriented monitoring and evaluation; § Contribute to the preparation of Annual RCI Action Plan § Develop institutional performance targets and promote result based planning, monitoring and evaluation
• Prepare monthly, quarterly and annual reports from the heads of departments and submit them to CEO for approval
• Ensure that reporting tools are available and updated
• Notify departments of reporting deadlines § Consolidate monthly, quarterly and annual reports from the heads of department and submit them for approval
• Monitor and evaluate activities
• Design an operational framework for monitoring program activities.
• Promote a results-based approach to monitoring and evaluation, emphasizing results and impacts.
• Coordinate the preparation of all monitoring and evaluation reports and guide staff and executing partners in preparing their progress reports in accordance with approved monitoring reporting formats and ensure their timely submission.
• Prepare consolidated progress reports for the Management including identification of problems, causes of potential bottlenecks in implementation, and providing specific recommendations.
• Check that monitoring data are discussed in the management meeting and in a timely fashion in terms of implications for future action.
• Undertake regular visits to the fields to support implementation of monitoring and evaluation, check the quality of data produced, and to identify where adaptations might be needed; monitor the follow up of evaluation recommendations with Program /Project Managers.
• Foster participatory planning and monitoring; organize and provide refresher training in monitoring and evaluation for programs
