Background of Coalition Umwana ku Isonga
The Coalition “Umwana ku Isonga (CUI) is a Non-Governmental Organization registered under no 219/RGB/NGO/LP/04/2018. CUI has been created with the purposes of networking and alliance building with a mandate to assess and report on the implementation of the United Nations Child Rights Convention (CRC) and the African Charter on the Rights and Welfare of the Child (ACRWC) on one hand, and to coordinate all activities carried out by individual member organizations within the parameters of advocacy, implementing and reporting on mentioned treaty bodies on the other hand. Currently CUI is composed by 19 organization members.
CUI strives to get all the children, male and female, living in full enjoyment of rights and fulfill all their duties without hindrance, and exempted from any form of discrimination. Coalition Umwana ku Isonga is a member of ECPAT International since November 2017. The two organizations have been partnering in the area of Prevention and response to online child sexual and abuse (OCSEA) for the last three years. It is in this background that, in its project Disrupting Harm ECPAT is hiring a consultant through the Coalition Umwana ku Isonga.
Background Disrupting Harm
Disrupting Harm is a research project to obtain evidence to understand online child sexual exploitation (OCSE), funded by the Fund to End Violence Against Children. Disrupting Harm will assess the scale, nature and context of OCSE in 14 countries in Africa and Southeast Asia including Rwanda from February 2020 until 31 July 2020. Each national report will combine research findings from three evidence areas: context, threats and children’s perspectives and produce key insights to underpin recommendations for further actions. The research project will be implemented by ECPAT International, INTERPOL and UNICEF; each providing evidence aligned with their specific area of expertise, i.e. context, threats and children’s perspectives respectively.
The three organizations ECPAT International, INTERPOL and UNICEF will leverage existing research, conduct primary research and rally key partners and multi-sectoral stakeholders to:
Establish context by conducting extensive research to map the policy and legal landscapes;
Analyze the threat via the collection and analysis of crime data as well as other types of data;
Ensure children’s voices are heard via cross-sectional, nationally-representative household surveys.
The research framework and outputs are envisioned as an important step towards in-depth analysis of online child sexual exploitation and abuse, to produce key findings and identify priority areas for adequate interventions. The project will also pilot new methodologies to determine the context, scale and manifestations of these crimes in 14 countries, including Rwanda, with recommendations expected to have relevance for a broader audience. The eight countries of focus in the Southern and Eastern Africa region are Ethiopia, Uganda, Tanzania, Kenya, Rwanda, Mozambique, South Africa and Namibia. The six countries of focus in the Southeast Asian region are Indonesia, Malaysia, Philippines, Thailand, Cambodia and Vietnam. Fourteen national level reports and two regional level reports will be generated as well as data reports for the six major primary research activities.
Project background IN RWANDA
This research comes at an opportune time for Rwanda. For the last 20 years the country has been implementing its ICT4Dev Policy which set ICT as an enabler for other development sectors. There is a strong policy, regulatory and institutional framework driving the digital revolution. The Smart Rwanda Master Plan, the current government digitalization and Innovation strategy vision is leading the country into a full digital economy.
Access to the internet has been exponentially increasing in Rwanda. As of September2019, 58.3% of the population was connected to the internet and 78.8% had access to mobile-cellular telephones. This rapid expansion present opportunities but also can expose children to the potential risks. Children constitute half of Rwanda's population and it would be important to adopt evidence-based strategies to mitigate the risks those children face with the expanding connectivity.
In Rwanda the research will be conducted by the three organizations through their national partners - ECPAT with Coalition Umwana ku Isonga (CUI), UNICEF with UNICEF Rwanda Country Office, INTERPOL with its local office (through Rwanda Investigation Bureau).

Job Purpose
ECPAT through CUI is hiring a National Research Coordinator for the Disrupting Harm Research in Rwanda. The Coordinator will be based in the Ministry of ICT and Innovation, facilitating the execution of research as per agreed research and country guidelines. The coordinator will work closely with main stakeholders and partners in the ICT, Family and Justice sectors. .

Tasks and Responsibilities
The Disrupting Harm National Research Coordinator performs key coordination, facilitation and communication role within the Ministry of ICT and Innovation. The Ministry being at the forefront of the research, the coordinator will:
• Assist in obtaining of the national ethical clearance for Disrupting Harm in Rwanda including to process required paperwork and research authorization.
• Work with the Child Online Protection Core Technical Working group to establish the Research Sub Committee.
• Lead and coordinate activities with project stakeholders, including organizing consultations on research tools, methodologies, research activities, and findings/recommendations.
• Provide necessary communication/feedback to partners of Disrupting Harm and ensure that timelines and work plans are followed.
• As a member of the Ministry’s team, the coordinator will assume the secretariat of the Disrupting Harm research steering committee, engage and facilitate the steering committee members write reports, minutes, and other relevant documents needed for the project execution. .
• Based on the initial plans submitted by project leads from three partners, she/he will propose schedule and agenda of research phases during Steering Committee meetings and work closely with the rest of the Ministry and partners’ teams to ensure that the timelines are respected.
• She/he will contribute to organizing validation workshops and meetings at different stages of the Disrupting Harm project in Rwanda.
• Working closely with the MINICT team, the coordinator shall facilitate and advise the relevant ministerial departments /agencies on their most relevant participation on various phases of the project.
• Assist the government of Rwanda for COP activities which may need the coordinator attention
Contract management
Reporting to both the Ministry of ICT and the CUI, the position supports the Disrupting Harm research by acting as the primary conduit between the Ministry, CUI and other partners of Disrupting Harm, coordinating and ensuring close cooperation and maintaining effective relationships to achieve coordinated outcomes

Qualifications
The successful candidate will meet the following criteria:
• Qualifications on a Master level in ICT, ICT4Dev and any other relevant discipline with minimum 5-year work experience in the provision of strategic support and advice to government.
• Experience in stakeholder engagement, multi-stakeholder project coordination, and partnership building.
• At least 8-year experience working with ICT policies/strategies with advanced project management skills.
• At least 5 years of experience engagement with child protection and/or child rights
• Strong experience working with government and CSO is an advantage.
• Experience in writing ministerial briefs is an advantage
