The United Nations Development programme (UNDP) Rwanda country office is looking for a qualified and experienced National Firm to conduct a Detailed Technical Study for Green Components implementation in IDP Model Village to be selected in Northern Province. The main objective of this assignment is to conduct the detailed technical study to guide implementation of green components and the elaboration of terms of reference for both construction works of identified green components and supervising firm for construction works.

  1. PROJECT DESCRIPTION

The United Nations Development programme (UNDP) Rwanda country office is looking for a qualified and experienced Project Coordinator to support the effective implementation of the “Plastics and Behaviour change” project. 

UNDP Rwanda through its Plastics Offer and the Global Environment Facility’s Small Grants Programme (GEF SGP) is implementing the Plastics and Behaviour change project. UNDP’s Plastics Offer is a strategic framework for plastics management (2022 – 2030) and focuses on four inter-connected and integrated intervention areas to support governments in designing effective solutions: Policies, regulations and coordination, Innovation and technology, Waste management systems, Capacity development, knowledge management, communications, and networking. UNDP’s Plastics Offer takes a whole-of-society approach to address plastic pollution holistically and along its entire value chain. Recognizing the limits of recycling and other downstream solutions, UNDP is prioritizing activities that turn off the tap and stop plastic pollution at its source. 

UNDP recognizes that local action is critical to the sustainable use and management of plastics and promotes local action in plastics management. In promoting local action in plastics management, UNDP’s Local Action program, through the GEF-funded Small Grants Programme, continues to support communities, and build the technical capacity of stakeholders.  The GEF Small Grants Programme (SGP) is a corporate programme of the Global Environment Facility (GEF) implemented by the United Nations Development Programme (UNDP) promoting community-based innovation, capacity development, and empowerment through sustainable development projects of communities’ local civil society organizations with special consideration for indigenous peoples, women, and youth. 

To support the operationalization of UNDP’s Plastics Offer, Rwanda country office will work with UNDP’s Global Plastics Task Force and GEF Small Grants Programme, given Rwanda’s experience in introducing plastic ban. The project will support the collection, codification and dissemination of good experiences and lessons learnt from Rwanda’s model of integrated plastics management. Through in-person workshops and online tools, the project will also introduce various stakeholders to behavior change models needed to foster behavior change as well as the evaluation of plastic management initiatives. 

To implement this initiative, UNDP Rwanda country office and UNDP Global Plastic Taskforce will be working closely with a national partner from Rwanda, and a Global Behavior Institute. It is against this background that UNDP Rwanda is seeking a Project Coordinator, who will be working closely with the Plastics Task Force, GEF Small Grants Programme and other teams and partners.

     2.   SCOPE OF WORK

The position will report to Global Plastics Principal Technical Advisor and UNDP Rwanda Country Office Deputy Resident Representative with day-to-day supervision by the SGP National Coordinator, working with the Global Plastics Task Force, UNDP-Rwanda, SGP and ten champion countries of UNDP Plastics Offer, the incumbent’s key functions include:

National Engagement, Consultation and Coordination (25%)

  • Support the formulation of meetings for National Plastics Task Force with a view to position Rwanda as a learning/excellence center for plastics management.
  • Facilitate the coordination between chemicals/waste portfolio, SGP-Rwanda and plastics management activities supported by NCE financing window.
  • Mobilize governments, businesses, and civil society support for a national platform for knowledge capturing, learning, and sharing.

Organization of South-South Cooperation and Learning Workshop (20%)

  • Provide support as requested to the Global Plastic Task Force, CPMT, UNDP CO.

Support to the SGP Country Programme (20%)

  • Support the Implementation and Monitoring of grants.
  • Support Knowledge Management and communication activities.
  • Support Partnership & Resource Mobilization efforts.

  1. INSTITUTIONAL ARRANGEMENT

The Project Coordinator will report to the Global Plastics Principal Technical Advisor and UNDP Rwanda Country Office Deputy Resident Representative with day-to-day supervision by the SGP National Coordinator. The project coordinator will report to the Global Plastics Principal Technical Advisor fortnightly, and will liaise/collaborate with the Global Plastics Taskforce, UNDP Rwanda country office and the national and the global partners while performing their work.

  1. DURATION OF THE WORK & DUTY STATION

This assignment is expected to last for 100 working days between 01 July - 31 November 2023. The role will be based in UNDP Rwanda Country office in Kigali, Rwanda.

  • Master’s degree in environmental science, environmental management, development studies, or related fields;

Experience

  • At least 2 years of experience in projects related to plastic pollution, chemicals, and/or waste management issues.
  • 3 years of professional experience in program/project management and coordination.
  • Previous experience with donor financed projects;
  • Experience of working and collaborating with developing country governments;

Required skills and competencies

  • Good understanding of local policies and practices in the waste management, environment, and climate change sector;
  • Strong skills in project monitoring and evaluation;
  • Good analytical and writing skills including literature and/or evidence reviews;
  • Good organizational skills;

Desired additional skills and competencies

  • Prior experience with UNDP and GEF Small Grants Programme;

  1. PRESENTATION OF OFFER

  1. CRITERIA FOR SELECTION OF THE BEST OFFER

Applicants will be screened against qualifications and competencies specified below through a desk review that combines the results of a technical and financial evaluation. Specifically, the award of the contract will be made to the Individual Consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Technical Criteria weight: 70 points; Financial Criteria will be the lowest of the technically compliant offer. Only candidates obtaining a minimum of 49 points (70%) out of a maximum 70 points on the Technical Evaluation will be considered for the Financial Evaluation.

  1. SCOPE OF PRICE PROPOSALS AND SCHEDULE OF PAYMENTS

All proposals must state pricing units as a lump Sum Amount and the lump sum amount must be “all-inclusive”. Please note that the contract price is fixed regardless of changes in the cost components. The qualified consultant shall receive his/her lump sum service fees upon certification of the completed tasks satisfactorily, as per the following payment schedule:
