National Consultant for organization, facilitation and communication of dialogues in the Wood Value Chain Sector in Rwanda
1. Background Of Rwvca

The Rwanda Wood Value Chain Association (RWVCA) represents the interest of the wood sector operators in Rwanda. The main objective of the Association is to advocate for members to increase their competitiveness at national and regional market, sharing of information on available opportunity and ensure collective dialogue for advocacy, organize technical & managerial trainings to strengthenthe capacity of the members and encourage collective purchasing of high-end equipment that require a lot of investment.Its mission is to provide professional advocacy and business development services to the members while upholding all relevant standards and regulations of the Government of Rwanda.To achieve this mission, the association has developed and validated a 3 years strategic plan which is in line with the national wood sector strategic plan of the Ministry of Trade and Industry.
Rwanda Wood Value Chain Association as a membership organization is composed of various Small and Medium Enterprises (SMEs) and individual entrepreneurs operating in the wood sector. In Rwanda, Small and Medium Enterprises in the wood sector are still facing with many challenges hindering their sustainability and profitability namelyweak business linkages and business development services networks,a limited knowledge of end-market requirements. It is in this regard that RWVCA is looking for a national consultant to facilitate a business to business meeting and

2.Objective Of Assignment
The objective of the assignment is to organize, facilitate and communicate dialogues in the wood value chain sector in Rwanda.

3.Tasks And Responsibilities Of The Consultant
3.1. Organize and facilitate dialogues

• Develop advocacy agenda document (conduct need assessment and Identification of wood sector issues, develop position paper),
• Elaborate the PPD and B2B implementation plan on the burning issues in the wood sector
• Organize and facilitate the Public-Private Dialogue (PPD) and Business to Business (B2B) meeting in all the Districts,
• Organize and facilitate the conference of wood operators in the 4 Provinces
• Follow up on the resolution of the burning issues in the wood sector in Rwanda.

3.2.Communication of dialogues
• Recording all dialogue meetings including B2B, PPD, and conference which are planned and producing reports,
• Edition and publication of the records on social media (YouTube, facebook, Instagram, and flicker), TV, and radio,
• Producing a small documentary videofocusing on wood sector social and economic development interests, Wood Value Chain mechanism,Wood Association activities on Field at different districts,
• Organize community dialogue using radio shows focusing on RWVCA’s impacts vis a vis wood association which are active members,
• Improve business information services to help the association to increase visibility and communication to member and non- member using social medias platforms such as YouTube, Instagram, Facebook
• Share with all members of the RWVCA all videos conducted in the wood sector using RWVCA website and other social media platform of organization

4. Deliverables Of The Consultant
4.1. Inception report detailing the understanding of the assignment and methodology.
4.2. Conduct need assessment in each wood value chain clusters and produce at two position papers by cluster and one for the cross-cutting issue.
4.3. Provide a detailed dialogues implementation plan,
4.4. Organize conference in four Provinces,
4.5. Provide report for each dialogue and conference meeting,
4.6. Provide video and pictures for each dialogue, conference, field visit, and wood value chain interest,
4.7. Submit a final report of the consultancy

5. Required Experience And Qualification
5.1. Required experience
The consultant must meet the following minimum eligibility criteriaꓽ.
• Degree in communication, journalism, public relations, and others related field
• Experience in journalism, meeting organization and facilitation, having experience in the wood sector, and having worked at radio and TV is an added advantage,
• Being a social media and public influencer,
• The consultant should have executed at minimum 3 similar tasks in Rwanda proven by certificates.
• The consultant should be fluent in English and Kinyarwanda.

5.2. Competencies and skills
• Significant knowledge of and experience with wood value chain,
• Extensive knowledge of participatory facilitation techniques,
• Excellent organization and time management skills,
• Strong communication skills including active listening, effective questioning, and awareness of non-verbal communication,
• Ability to manage group interactions and engage with a variety of people from different backgrounds
• Punctual with a high degree of professionalism
• Confident public speaker; energetic, positive and enthusiastic
• Fully fluent in English and Kinyarwanda

6. Application Instructions And Process
6.1.Contact

6.2. Reporting
The consultant will report to the RWVCA Wood Expert and PSD and Executive Secretary. The consultant will share the results from time to time of the progress of the activities under this contract.

6.3. Timeframe
The entire work is expected to be completed in estimated duration of 120working days over the course of 11 months starting from the signing of the contract

6.4.Submission of proposal
Interested candidates should submit their applications by hand delivering the proposal at RWVCA office located at KN 3RdKicukiro (same building with Silver Wood Furniture shop) and should include:
• Technical proposal detailing the timeframe, proposed methodology, detailed deliverables etc..
• CVs and relevant experience of the team proposed,
• Financial proposal including the detailed cost involved,
• Evidence of past experience from at least 3 references with contact,
• VAT registration certificate, Tax clearance certificate and possession of EBM invoice
