National Consultant for Organization and Moderation of Wood Sector PPDs Meetings The Rwanda Wood Value Chain Association (RWVCA) represents the interest and advocates for wood sector operators in Rwanda. Background Of RwvcaThe Rwanda Wood Value Chain Association (RWVCA) represents the interest of the wood sector operators in Rwanda. The main objective of the Association is to advocate for members to increase their competitiveness at national and regional market, sharing of information on available opportunity and ensure collective dialogue for advocacy, organize technical & managerial trainings to strengthen the capacity of the members and encourage collective purchasing of high-end equipment that require a lot of investment. Its mission is to provide professional advocacy and business development services to the members while upholding all relevant standards and regulations of the Government of Rwanda. To achieve this mission, the association has developed and validated a 3 years strategic plan which is in line with the national wood sector strategic plan of the Ministry of Trade and Industry.
Rwanda Wood Value Chain Association as a membership organization is composed of various Small and Medium Enterprises (SMEs) and individual entrepreneurs operating in the wood sector. In Rwanda, Small and Medium Enterprises in the wood sector are still facing with many challenges hindering their sustainability due to the issues raised by wood operators. RWVCA has conducted need assessment for Identification of issues, challenges or bottlenecks that members are confronting for optimization of their profit and the development of wood sector in general. The need assessment was conducted throughout the six cluster of the Wood value chain, whereby several identified issues require structural interventions and synergies from both public and private sector. It is in this regard that RWVCA is looking for a national consultant to facilitate Public Private Dialogue (PPD) meetings between Wood sector operators and government institutions to overcome challenges and find out solutions in this sector.
Objective Of Assignment The objective of the assignment is to organize, facilitate and moderate dialogues during PPDs sessions.
Tasks And Responsibilities Of The ConsultantOrganize , facilitate dialogues and moderation
1. Develop advocacy agenda document ( Producing invitation to the Participants , conduct need assessment and Identification of wood sector issues, develop position paper),
2. Elaborate the PPD including implementation plan on the identification issues raised depending on each cluster in the wood sector operator
3. Organize facilitate and moderate the conference of wood sector operators in the 4 Provinces
4. Follow up on the resolution of identification issues raised in each cluster in the wood sector operators in Rwanda. Facilitate the linkage between wood business operators and other entrepreneurs
5. Recording all dialogue meetings minutes including PPD and conference which are planned and producing reports,
6. Edition and publication of the records on RWVA website , and other social media available
7. Share with all members of the RWVCA all videos conducted in the wood sector using RWVCA website and other social media platform of organization
Deliverables Of The Consultant• Inception report detailing the understanding of the assignment and methodology.
• Conduct need assessment in each wood value chain clusters and produce at two position papers by cluster and one for cross cutting issue.
• Provide a detailed dialogues implementation plan,
• Provide One report for each dialogue and conference meeting,
• Provide pictures for each dialogue, conference, field visit and wood value chain interest,
• Submit a final report of the consultancy

• The consultant should be fluent in English and Kinyarwanda.

• Excellent organization and time management skills,
• Strong communication skills including active listening, effective questioning, and awareness of non-verbal communication,

• Punctual with a high degree of professionalism
• Confident public speaker; energetic, positive and enthusiastic
• Fully fluent in English and Kinyarwanda

Reporting
The consultant will report to the RWVCA Wood Expert and PSD and Executive Secretary. The consultant will share the results from time to time of the progress of the activities under this contract.
TimeframeThe entire work is expected to be completed in estimated duration of 17working days over the course of 4 months starting from the signing of the contract
Submission of proposal Interested candidates should submit their applications by hand delivering the proposal at RWVCA office located at KN 3Rd Kicukiro (same building with Silver Wood Furniture shop) and should include:
1. Technical proposal detailing the timeframe, proposed methodology, detailed deliverables etc..
2. CVs and relevant experience of the team proposed,
3. Financial proposal including the detailed cost involved,
4. Evidence of past experience from at least 3 references with contact,
5. VAT registration certificate, Tax clearance certificate and possession of EBM invoice
