Position title: Monitoring and Evaluation Officer

Reports to: Director

Duty Station: Musanze or Kigali, Rwanda (negotiable)

Goal of the Position:

To ensure the conservation of the critically-endangered mountain gorillas through enabling andconducting monitoring and evaluation of the delivery of the IGCP strategy 2018 – 2024.

Major Functions:

As a key member of the IGCP Team, the Monitoring and Evaluation Officer collects and analyse data and information to apply in learning and adaptive management,as basis for reporting both internally and externally, the progress of the programme toward the intended targets based on approved indicators.

Major Duties and Responsibilities:

The Monitoring and Evaluation Officer's major responsibility is providing support for the collection and analysis of data to be used for the conservation of mountain gorillas in a trans boundary context
Specific tasks:

Data and information collection

  • Complete the M&E framework baseline evaluation.
  • Lead programme team in development and implementation of qualitative and quantitative M&E system
  • Ensure the quality and relevance of the programme’s monitoring and evaluation design.
  • Working with the Programme Manager, support appropriate study design and metrics for monitoring and assessing programmatic targets.
  • Produce an annual M&E monitoring report to fulfill IGCP coalition and donor requirements.
  • Routinely meet with park staff and community organizations involved in monitoring to analyze data and assist in preparation of reports based on monitoring data.
  • Acquire, create, collect, or coordinate the collection of (GPS and other) data necessary from all IGCP field sites, including but not limited to all IGCP interventions, in collaboration with IGCP partners.
  • Assure that data provided by partners and Programme staff are accurately entered into the official IGCP database(s).
    Learning and reporting
  • Preparation of data analyses and reports in support of the programme.
  • Provide Programme staff data, or data summaries, as needed for monitoring and evaluation of all programmatic elements (data requests to be funneled through supervisor for workload management).
  • Support the coalition and validation of mountain gorilla information presented in the Annual Conservation Status Report for the Greater Virunga Landscape as organized by the Greater Virunga Transboundary Collaboration.
  • Contribute to planning, monitoring and evaluation requirements of IGCP.

Other

  • Provide refresher training for protected area staff and communities involved in monitoring activities.
  • Provide logistical support to trainings, meetings, and workshops related to IGCP's monitoring and research support.
  • Perform any other duties as required.
    Profile:
  • Rwandan national
  • Minimum MSc in conservation biology, ecology, GIS, or related technical field
  • Minimum of three years’ experience in database management in ecology, conservation, GIS, or related field
  • Professional experience of contributing to a high standard M&E approach

Required Skills and Competencies

  • Completed M&E or Results Based Management training, preferably Open Standards or its equivalent
  • Attention to detail
  • Aptitude in capacity building and skill transfer (formal and informal teaching)
  • Proven strong communication skills in English, Swahili and French (added advantage)
  • Proficient with the ESRI geospatial software suite
  • Advanced capacity in ArcGIS and experience managing, maintaining, and populating GIS databases
  • Prior experience with data validation/entry is preferred
  • Experience producing maps and other graphic products
  • Experience with Microsoft Word, Excel, and web browsers; Python, R or SQL skills are a plus
  • Knowledge and experience in using mobile devices and other technologies; capacity to quickly learn and advance in this area
  • Experience in using Spatial Monitoring and Reporting Tool (SMART) and/or Management Information System (MIST) – or experience of any other similar tools
  • Ability and interest to work in harsh field conditions for prolonged periods as needed for data collection in gorilla habitat (rain, mud, steep slopes, insects, sun exposure, cold exposure, dense and thorny vegetation)
  • Willingness and demonstrated ability to work as part of a multi-cultural team

Working Relationships:

Internal

The Monitoring and Evaluation Officer will work closely with the Programme Manager and the Country Coordinators in each country; the Country Coordinators being responsible for coordination of all IGCP activities with protected areas staff and communities. The Monitoring Officer will also work closely with the science team to ensure appropriate and professional data and database management.

External

The Monitoring and Evaluation Officer will provide support to protected areas staff and communities throughout the region, the Greater Virunga Transboundary Collaboration as well as with partner organizations and institutions, and represent the values and interests of IGCP at all times.

Travel:

To perform the duties of this position, the Monitoring and Evaluation Officer will spend an estimated 50% of his/her time in the field in Uganda, Rwanda, and the Democratic Republic of Congo. In these instances, IGCP per diem policy will be applied.
