Monitoring & Evaluation Manager

Key Responsibilities
• Program Management
• Develop the monitoring and evaluation strategy and provide the relevant data to inform the process
• Work with HR and other heads of departments to define and develop processes and performance indicators
• Lead proposal writing and all M&E activities for the assigned grant(s), including monitoring data quality, tracking the progress of activities, and evaluating the grant’s impact
• Conduct data learning sessions for all departments and contribute to staff capacity-building initiatives as necessary
• Provide MEAL Fellow with proper guidance/support and participate in their performance appraisal

M&E System Development and Management
• Designing, reviewing, and implementing the Monitoring and Evaluation Plan, including log-frame, tracking indicators of programs, data flow charts, and M&E manual
• Define and document data collection methodology and procedures for implementing the annual evaluation plan
• Conducting annual evaluations (baselines, end-line surveys, alumni tracking)
• Work with Heads of Departments to oversee monitoring systems in each department
• Support Heads of Departments on ways to properly document, organize, and capture program progress through termly and annual reporting.

Data Management and Analysis
• Ensure relevant data is collected, monitor data quality, and track the progress of monitoring activities.
• Manage the cross-department database and develop it as necessary.
• Suggest and design easy ways to facilitate data collection and data flow within ASYV staff.
• Identify strengths and weaknesses in existing data collection and management systems and propose solutions with the Village management team.
• Perform regular departmental visits to ensure the quality of data collected and verify the reported data’s accuracy.
• Analyze the collected data, track changes and patterns in KPI indicator data to identify bottlenecks, support program improvements, evidence-based decision making, and communicate with donors/partners.

Communication and Reporting
• Write survey reports, including alumni tracking reports, and ensure that the reports are shared with necessary stakeholders to communicate program improvement and targets
• Draft grant proposals and strategic communication
• Assist with the reporting system and knowledge-sharing system of ASYV and develop this as a crucial tool
• Review and analyze termly, annual, and specific grant reports with the management team to identify the causes of potential bottlenecks in goals implementation and to enhance the quality of reporting
• Take responsible for sharing all information and data collected with necessary stakeholders
• Perform other related duties as required by the supervisor

Qualifications and Competencies required:
• Degree in Monitoring and Evaluation, Statistics, Public Health, Information Management, Project Management or other relevant academic backgrounds, (Master’s Degree desirable)
• One to three (1-3) years of experience in Monitoring and Evaluation, preferably in a non-governmental organization
• Able to communicate fluently in English and Kinyarwanda
• Strong understanding of Monitoring and Evaluation with the ability to design M&E tools, surveys, and evaluation procedures
• Good level of proficiency in Windows Excel and statistical software and preferably STATA.
• Strong statistical analysis skills, both quantitative and qualitative
• Strong database management skills (the capacity to develop a database is an added value)
• Strong interpersonal skills with the ability to work closely with others and experience in leading teams
• Capacity to produce high-quality briefs and reports in English and Kinyarwanda
• Excellent presentation skills with a good level of proficiency in presentation tools such as PowerPoint, Microsoft Sway, or any other relevant tools
• Ability to set and achieve clear objectives and deadlines to meet deliverables
• Ability to handle multiple tasks, reprioritizing tasks where necessary
• Professional maturity and sensitivity to working within different cultures
• Innovative and able to develop a new or creative approach to a problem and inspire others on the team to do so
• Demonstrated ability to train and build capacity of others
• Passion for education and working with vulnerable youth
