MEL Director
IntraHealth International is currently seeking a Monitoring, Evaluation, and Learning (MEL) Director for an upcoming project in Rwanda. The activity seeks to accelerate reductions in maternal, newborn, and child morbidity and mortality by partnering with the Government of Rwanda (GOR) to strengthen the capacity of host-country institutions and local organizations to improve equitable access and utilization of high-quality, evidence-based, and respectful public health services. Focus areas include maternal, newborn, child, and adolescent health (MNCAH); family planning (FP) and reproductive health (RH); and malaria prevention and treatment.
The MEL Director will be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes, and impact. S/he will lead analysis of data collected for assessment of progress and areas of improvement as well as measure program outcomes. S/he will ensure a robust and adequate M&E data system to enhance the collection, management, and analysis of program data and to track and report progress towards achieving results. S/he will guide reporting processes for technical staff, consolidate program reports, and promote learning and knowledge sharing of best practices and lessons learned. As the M&E lead, s/he will provide USAID with timely and accurate information. S/he will support the Rwanda Ministry of Health to build long-term capacity in M&E to support improved health access and outcomes. This position reports to the Chief of Party and collaborates closely with technical team and US-based staff from the IntraHealth Chapel Hill office.
Essential Functions
• Provide strategic and technical leadership to the project in monitoring and evaluation, results reporting, data utilization for program decision-making, and knowledge management.
• Facilitate development and implementation of the project’s M&E performance monitoring plan and budget to effectively track project activities, outcomes, and results.
• Develop project quantitative and qualitative indicators and targets as well as processes and tools to measure them.
• Support districts to develop and use harmonized data capture tools and data analysis plans for reportable indicators at all levels, ensuring timeliness, quality, and completeness of service data in line with the national and county information management systems.
• Develop and maintain project databases to capture relevant data on key indicators.
• Conduct periodic routine data quality assessments and implement corrective actions to address gaps identified.
• Participate in writing regular, timely progress reports of project activities and results for USAID and other stakeholders and respond to all USAID requests for data and reporting.
• Engage with other program and technical staff in developing and implementing annual project work plans.
• Conduct rigorous annual data quality assessments on all project indicators, and write up and disseminate results.
• Provide leadership in the development and design of all project evaluation and research efforts, and ensure that they are linked to project objectives and deliverables and are properly budgeted and staffed
Minimum Requirements
• A master’s degree in public health, epidemiology, statistics, social sciences, bio-statistics or a related field.
• Minimum of eight years of experience in monitoring and evaluation of large-scale health service delivery and strengthening programs, minimum three years of management experience.
• Familiarity with USAID reporting regulations, and significant experience with service delivery and other performance indicators for MNCAH, FP, and malaria technical areas.
• Demonstrated skills in quantitative data analysis, data management (i.e., maintaining a database, quality control measures) and in the presentation/visualization of results for the identification of best practices and to inform decision-making.
• Proficiency in using databases and statistical software is required (e.g. SPSS, Stata, etc.) as well as strong skills in Excel, Word, Power Point and mobile technologies to report data.
• Excellent written and oral communication skills in English and Kinyarwanda; must be able to communicate and coordinate effectively with other donors and project partners.
Travel Expectation
Ability to travel up to 25% within the country as needed.
