About the Project:
In alignment with the Rwandan government’s goals to strengthen fiscal management effectiveness and secure tax revenues, the “Tax Policy and Tax Administration Reform Consulting in Rwanda” Project aims to strengthen domestic revenue mobilization (DRM) in order to promote a taxpayer-friendly environment and sustainable development. This project is sponsored by KOICA and implemented by KIPF in coordination with the RRA and MINECOFIN and related key stakeholders.
Duties and Responsibilities:
1. Work with KIPF team in the production of a research report and implementation of project-related activities (workshop, training event, etc.);
2. Provide expert knowledge on Rwanda's tax system to support KIPF team in the drafting/preparing of needs assessments and completion of the report;
3. Provide writing and editorial support for the final products that will be published under the project;
4. Interview, communicate with relevant institutions as well as other stakeholders and tax practitioners to validate the information collected through research;
5. Ensure effective communication and coordination between KIPF, the Rwandan government and key stakeholders of the project;
6. Provide administrative and logistical support in the planning and preparation for the travel of Korean consultants;
7. Participate in meetings, at the request of KIPF, where matters relevant to the project are discussed or information of the project needs to be disseminated.
• The consultant is expected to deliver the following results:
Monthly timesheets and brief progress reports about implemented activities and achieved results with supporting document(s) (to be submitted by the 25th of each month)
Salary: To be discussed (will be provided monthly, according to internal regulations)
• Extra payment for preparation of events in Rwanda
Preferred:
• Expertise on the Rwandan tax system, tax policy and tax administration
• Experience working with the RRA or MINECOFIN on tax related issues
• A Master’s degree and/or work experience in tax, accounting, finance or any related field
• Knowledge on Information Technology (IT) in relation to the RRA tax system
• Fluency in English with good communication skills

• Copies of degree certificate(s) and related certificate(s) in the relevant field
