International Individual Consultant to undertake institutional assessment for Imanzi Business Institute (IBI) in Rwanda
â–º Background
The project for Boosting Decent Jobs and Enhancing Skills for Youth in Rwanda's Digital Economy, is a four-year partnership between the Government of Rwanda, workers’ and employers’ organizations, young people and the International Labour Organization (ILO). Funded by the Government of Luxembourg, the project is implemented within the context of a region-wide ILO/ITU/AU Joint Programme that seeks to empower African youth and unlock their creativity and potential to ensure they benefit from new opportunities in Africa’s growing digital economy. Under the umbrella of the Global Initiative on Decent Jobs for Youth, the programme aims to implement interventions in the countries of Côte d’Ivoire, Kenya, Nigeria, Rwanda, Senegal and South Africa.
The project aims to support Rwanda’s structural transformation and contribute to a digital transformation of the economy. Its main goal is to enable more young women and men in Rwanda to access decent employment and entrepreneurship opportunities in Rwanda’s digital economy. The focus is on the young men and women in the age bracket of 18-30 years from Kigali and Secondary Cities. The three main components of the project are: (i) Promoting job creation and entrepreneurship opportunities in the digital economy, (ii) Improve digital skills of young women and men, and (iii) Facilitate young people’s transition to decent work in the digital economy.
Under the First Outcome on Jobs are created in the digital economy through policies and investment growth in sustainable enterprises, Output 1.3.; Targeted business development services are developed and accessed by youth entrepreneurs in the digital economy, the project will support the government, social partners and other labour market actors to undertake interventions that are driven by demand of the labour market and which contribute to improving the access of the youth to digital jobs, bridge the digital divide and empower young people with the skills and resources necessary to thrive in the digital economy, thereby promoting inclusive growth and sustainable development.
Based on the above, the Boosting Decent Jobs and Enhancing Skills for Youth in Rwanda's DigitalEconomy project, in collaboration with the Imanzi Business Institute, are working together to further explore opportunities in the latter’s capacity-development portfolios to meet the needs of their members, especially businesses in the digital economy space, but also member enterprises of different sizes, sectors and geographical locations.
To that end, the ILO is seeking an International Individual Consultant specialized in digital entrepreneurship and transformation to undertake an institutional assessment for Imanzi Business Institute (IBI) to establish how their current service offering to PSF members is sufficiently focussing on digital entrepreneurship and transformation in a commercially sustainable fashion. In addition, the assessment seeks to identify what steps much be taken to develop tailor-made training programmes and services that are needed to grow the digital economy of Rwanda. The assessment will also examine the market in which IBI operates and will assess the suitability of current training offers in terms of market demand, price and training quality and approach.
This technical assistance is expected to support the Imanzi Business Institute in supporting their members to increasingly transform their business model through processes that involves reimagining how the institution currently operates and interacts with customers, develop skills of their work force and manages change, how they can optimize business processes through technologies, and embrace digital marketing and e-commerce, and in general leverage digital technology as an enabler to further grow and expand their business.
The International Consultant will be supported by an ILO-selected National Consultant. The International Individual Consultant would be expected to technically assist ILO’s social partner in providing specialized business development services rather than offering "supply-led training packages" to businesses of varying scales (large, medium, and small). This includes providing advice on delivery methods that suit the targeted segments, as well as marketing the developed capacity-building programs. It is envisaged that the selected International Individual Consultant (with the support of the National Consultant) would assist Imanzi Business Institute in developing capacity-building services driven by demand and priced at market rates that reflect the costs of funds, risks, and transactions. The capacity-building services developed by Imanzi Business Institute under this initiative should complement their portfolios as well as those of similar initiatives undertaken by other Development Partners.
â–º OVERALL OBJECTIVE
The purpose of the assignment is to conduct an institutional assessment of IBI in the provision of digital entrepreneurship and transformation in a commercially sustainable approach. This will include the following activities:
It is expected that the Technical Assistance would Imanzi Business Institute to understand what their members needs are, compare with their current offer, identify any mismatch and support them develop an outline of different 1-2 training and business development packages per organisation focussing on digital transformation to roll out in a later stage in Kigali or any of the Secondary cities as per identified needs.
â–º REPORTING LINES
The selected International Individual Consultant will work under the direct supervision of the Youth Employment Project team in Rwanda and directly with the social partner in Kigali, Rwanda. The International consultant will receive technical support from the ACTEMP Specialist based in Pretoria. This includes regular planning and progress meetings, joint discussions, agreement on best approaches and missions to Kigali to provide the advisory service to the social partner.

Lead the technical assistance to undertake market research in Kigali and the secondary cities on the training needs of the targeted businesses (members or non-members); and capacity- building/training provision by other institutions (including both formal and informal institutions) to identify the gaps between supply and demand. This includes validating the findings and transferring knowledge to the social partner to conduct similar market research in the future (in terms of methodology). This entails both desk review and primary research (data collection to be conducted by the social partner and ILO will potentially support by providing data collection tools as seen feasible). |

The successful candidate will have a mix of expertise and qualifications in the focus areas related to this assignment. Evaluation of the suitability of the Consultant to work on this assignment will be made against the following technical criteria:

The individual consultant should have at least ten years of experience digital entrepreneurship and transformation. University degree in Business Administration, Commerce, Economics, Finance and Accounting. A Masters in Business administration with specialisation in digital entrepreneurship and transformation is an added advantage. In addition to that, it is expected that the consultant must demonstrate expertise in conducting institutional assessment, including expertise in qualitative methodology, survey research, proven by three (3) good completion certificates.
