The BUSINESS DEVELOPMENT FUND (BDF) Ltd has received financing from the World Bank toward the cost of the Access to finance for recovery and resilience and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the design, supply and installation of BDF Integrated Management Information aiming at the modernization of BDF’s core business processes supported by a state-of-the art information system. BDF provides various financial and advisory services (e.g. guarantee, loan, leasing, grant, training, etc.) in cooperation with Rwandan commercial banks and microfinance institutions to its MSME clients. The Integrated Management Information System should provide a complete workflow used by the clients, BDF HQ and branch staff (currently 30 branches around the country), Partner Financial Institutions (commercial banks), and payment service providers. In addition to the service provisioning workflow a complete Enterprise Resource Planning functionality, including inter alia budgeting, accounting, financial, asset management, inventory, supply chain management and payroll functions should be implemented. The implemented system must be integrated with several internal and external information systems and should also provide a powerful reporting and analysis solution.
Besides the implementation of the information system, testing, training, data cleansing and migration services should also be provided together with a three-year warranty and post-implementation support. The planned implementation timeframe is 40 weeks.
The BUSINESS DEVELOPMENT FUND (BDF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, July 2014 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture to enhance their qualifications.
A Consultant will be selected in accordance with the quality and cost-based selection method set out in the Consultant Guidelines.
