Rwanda Medical Supply Ltd (RMS Ltd) is a large scale corporation created and owned by the government of Rwanda mandated to ensure the availability of health commodities for public health sector in Rwanda and managing the end-to-end health supply chain for Rwanda.

To fulfill this mandate, RMS LTD has to perform successfully the supply chain processes through procurement, storage and distribution of health commodities to the public health institutions in the country.

RMS Ltd controls the medicines supply chain across the country through its head offices in Kacyiru where it operates a central warehouse and manages the operations of 30 branches (former district pharmacies) in all districts. To maintain high quality standards, Rwanda Medical Supply Ltd stores health products in recommended conditions such as the cold chain using required equipment to ensure that health products are kept at appropriate temperatures such as cold rooms and HVAC (Heating, Ventilation and Air Conditioning) system

In order to achieve its mission, RMS intends to build a modern medical warehouse in the Special Economic Zone-Phase II, Masoro area for the storage of health commodities. RMS has secured financing from Global funds regarding the supervision of Construction of the modern warehouse and an Administration Block.

This will involve the following assignments:

• To represent Rwanda Medical Supply ltd during execution period together with Project Manager/committee
• Supervise construction works,
• Approval of works done,
• Convene and participate on sites meetings and other meetings for smooth implementation of the project,
• Approval of invoices for payment,
• Prepare monthly & final reports,
• The consultancy firm will provide clear, comprehensive, and practical guidance to the contractor on integrating environmental and social safeguards,
• Any other necessary tasks or activities related to this project requested by Rwanda Medical Supply ltd.

Rwanda Medical Supply Ltd now invites interested consultancy firms to express their interest in monitoring and supervision of construction works of a modern warehouse and an administration block for RMS.

The shortlisting criteria are the following:

• Letter of expression of interest.
• Certificate of incorporation/Trading License.
• Short introduction of the Company/Company profile including contacts, location, Overview of past and current projects, Technological Capabilities, membership and accreditation
• Copy of valid RRA clearance certificate (applicable for local companies only).
• Copy of Valid RSSB clearance certificate (applicable for local companies only).
• Copy of Valid certificate of good standing (applicable for all) or statement of financial position for the last 2 previous years.
• For local companies, the firm must be categorized by RPPA in category A for consulting firms operating in the field of building and civil engineering for design and supervision assignments.
• Proof of completion of three (3) assignments related to supervision of building construction works with contract value of the supervision equal or greater than three hundred million Rwandan Francs (300,000,000 FRW) each one or equivalent in foreign currency, where one of the three provided Proof of similar services done by the consultant shall be for supervising medical warehouse.

Following the Expression of Interest, a short list of prequalified firms will be compiled, thereafter the Request for Proposals (RFP) will be issued to them.

Well printed expression of interests, properly bound and presented in two copies, one of which is the original, must be couriered or hand-delivered in a sealed envelope marking the reference number of the tender at the reception of the address below before 16/07/2024 at 10:00 am local time. Late EOI will not be accepted. EOI opening will be the same day at 10:30am local time at the following address.
