TERMS OF REFERENCE FOR HIRING A CONSULTANT TO SIMPLIFY RELEVANT ENVIRONMENTAL & SOCIAL SAFEGUARDING MEASURES AND AVAIL THEM INTO USER-FRIENDLY FORMATS FOR THE IMPLEMENTATION OF INKI PROJECT

  1. Background and rationale

Transparency International Rwanda is a civil society organization created in 2004 and became accredited as a national chapter of Transparency International global movement in 2011. The mission of TI-Rwanda is to contribute to the fight against corruption and promote good governance through enhancing integrity in the Rwandan society. Our vision is zero tolerance to corruption in the Rwandan society.

In the framework of implementing the project dubbed ‘’Indi Ntambwe mu Kwiyubakira Igihugu (translating as ‘’An Extra Mile in Statebuilding’’), abbreviated INKI, in partnership with NPA and other civil society organisations, TI is upholding the responsibility of duty bears in service delivery while considering a strong culture of safeguarding the design and implementation of locally-led public and other national large-scale infrastructure projects while accounting for liabilities to fully take shape.

Taking decentralisation as an entry point of engagement towards the desired future state whereby the design and implementation of policies (on gender, climate and or planning as well as other relevant issues) are more inclusive, effective and accountable, INKI project seeks to contribute towards addressing three long-standing policy issues among many others that Rwanda is currently faced with.

On the one hand, there is the issue of limited compliance, by central and local government institutions alike, with the national decentralization principles amidst increasing decentralization tendencies. On the other hand, INKI will address the issue of fragile knowledge and understanding of government policy choices in sectors that matter most to citizens. Finally, it will focus on the issue of a limited culture of environmental and social justice safeguarding while designing and implementing locally led and large-scale public infrastructure projects.

In implementing Project Outcome 3: Duty bearers, right holders and other relevant stakeholders increasingly embrace a culture of value-based environmental and social safeguarding and subject themselves to accountability dialogue for unmet liabilities.

TI Rwanda would like to hire a consultant to simplify relevant environmental & social safeguarding measures and avail them into user-friendly formats in Kinyarwanda language. This initiative aims to enhance the understanding and implementation of these measures among local communities and stakeholders in Rwanda.

  1. Objectives

The primary objectives of this task are:

  1. To identify key environmental and social safeguarding measures relevant to the local context from an international background like the World Bank, African Bank, European Union and others.
  2. Review national regulation and establish parallelism with international measures for application in the local context.
  3. To simplify these measures into easy-to-understand language.
  4. To translate the simplified measures into Kinyarwanda.
  1. Scope of Work

The consultant will be responsible for the following tasks:

  1. Needs Assessment and Content Identification
    • Conduct a needs assessment to determine the most relevant safeguarding measures.
    • Identify key stakeholders and their specific requirements for understanding these measures.
  2. Simplification and Translation
    • Simplify the identified safeguarding measures into clear and concise language.
    • Translate the simplified measures into Kinyarwanda, ensuring accuracy and cultural relevance.
  1. Deliverables

The consultant/team is expected to deliver the following:

  1. Simplify relevant environmental & social safeguarding measures with a clear comparison with national regulation
  2. Simplified and translated safeguarding measures in Kinyarwanda.
  1. Qualifications and Experience

The consultant/team should possess the following qualifications:

  • Proven experience in environmental and social safeguarding.
  • Fluency in Kinyarwanda and excellent translation skills..
  • Experience in community engagement and participatory approaches.
  • Strong project management and communication skills.
  1. Budget

A detailed budget proposal should be submitted outlining the costs associated with each phase of the project, including personnel, field allowance, transport and other relevant expenses.

  1. Submission Requirements

Interested consultants should submit the following:

  1. A technical proposal detailing the approach and methodology.
  2. A financial proposal.
  3. CV
  4. Samples of previous work related to similar tasks.
  5. A timeline and work plan.
  1. Evaluation Criteria

Proposals will be evaluated based on:

  • Understanding of the task and proposed approach.
  • Relevant experience and qualifications.
  • Cost-effectiveness of the financial proposal.
  • Ability to meet the project timeline.
  1. Submission Deadline
