JOB DETAILS:
 Hydro Operation Great Lakes Ltd (HOGL) is a company based in Kigali, active since 2016 in the development, engineering, operation and maintenance of hydroelectric power plants in the Great Lakes area (Rwanda, DRC, Uganda, Kenya).
To support our growth, we are currently looking for HSE officer for the Rwaza powerplant (2,6 MW). This position will report to the Plant Manager and directly to the Managing director.
The workplace for this position is located at Rwaza Power Plant, Nyakinama, Musanze District. This Power Plant is operated and maintained by HOGL. The team on site is composed of 10 skilled employees, 12 unqualified employees and until 20 casual workers..
 Key tasks and responsibilities:
• Ensures fulfillment of HSE requirements at site, following health, safety, and environmental (HSE) plan in compliance with Company standards, customer requirements and Government regulations;
• Supports Plant Manager for HSE management and safety instructions implementation for HOGL workers and workers of its partners;
• Prepares weekly and monthly HSE reports;
• Develops, implements and updates of the health, safety, and environmental plan;
• Performs risks assessments;
• Provides assistance in the identification of risks and definition of control measures (through safe work procedure, Job Safety Analysis);
• Undertakes corrective and preventive measures to ensure a safe and proper environment for the employees and its stakeholders;
• Carries out and records regular safety checks and safety inspections;
• Coordinate safety committee;
• Record and investigate accidents and incidents; performs Root Cause Analysis on HSE issues;
• Coordinates health, safety, and environmental aspects of site activities;
• Coordinate required safety training on site;
• Provides site induction and site-specific health, safety, and environmental induction for visitors;
• Coordinate First Aid rescue, First Aid responders and Fire Protection programs;
• Propose immediate correction of an HSE deficiency; checks if HSE corrections from deficiency are effective;
• Ensures emergency response is effective and that managers and employees are prepared at all times,
• Ensures that all employees are properly informed about the working, environmental and safety policies of the company;
• Support execution of internal audits and coordinate external audits.

 Profile:
• University degree in a relevant field (HSE, environment, occupational health, and safety, engineering, sciences);
• 5 to 10 years of work experience;
• Excellent skills in writing reports;
• Excellent Computer skills (Word, Excel, and PowerPoint);
• Excellent project management skills;
• Proven track record and experience in at least one of the following:
• Experience of at least 2 years as HSE officer;
• Experience of at least 5 years in an industrial environment with medium voltage equipment;
• Experience in hydropower, either in engineering or in operation and maintenance;
• Relevant experience in risks assessments/HSE consultancies.
• Good knowledge of Rwandan legislation regarding engineering works and environmental management;
• Excellent oral and written command of Kinyarwanda and English. Swahili and/or French are assets;
A driving license is an asset;
• Experience working for an international company or organization is an asset.
